1 CITY OF RICHFIELD Regular Meeting January 10, 1966 The council of the Citq of Richf field met in regular session, Monday, January 10, 1966, in the temporary council chambers. at the Community Center roonr~cf the Library, 70th & Nicoilet Ave. at 7:00 P.M. _. The meeting was called to order by Mayor Olson. Present: Anderson, Jacobsen, Luettinger and~0lson. Absent: Randall (on business trip) Father George J. Kovalik, St. Peter*s Church, gave the invocation. 1. Minutes Motion bq Luettinger, seconded bq Anderson, that the minutes of the regu- 1 lar meeting of Dec. 27, 1965 be approved amended as follows: Page 4 ~ Item 13 -Special Use Permit extended 90 days to Mar. 13, 1966. Fred Brenning, 6833 Penn Ave. S., and Cluff Brenning, 6817 Penn Ave. S,, appeared objecting to the rezoning and stated they felt the whole area should be commercial. Motion by Anern~erson, seconded by Jacobsen, that the council reconsider this rezoning at the January 24th meeting for the purpose of giving Councilman Randall an opportunity to cast his vote, All ayes -carried. 4. Authorize Cali. for Bids .- Bituminous Materials for 1966 Motion by Anderson, seconded by Jacobsen, that the council authorize the clerk to advertise a call for bids on bituminous materials for 1966; bids to be opened Feb. 9, 1966. Aii ayes - carried. 5, Authorize Caii for Bids - Four Pick-up Trucks Motion by Anderson, seconded by Luettinger, that the council authorize the clerk to advertise a call for bids on three 1/2 ton pick-up trucks and one 3/4 -3- Jan. 10, 1966 ton pick-up truck; bids to be opened Feb. 9, 1966. All ayes - carried. 60__Hearing -Adjustment and~Appeals - 6501 Knox Ave. So. It being 7415 P.M. Mayor Olson called for a hearing on the zoning varia- tion application of Bverett Lo Peterson, 6501 Knox Ave. 50 at 6501 Knox Ave. So and read the notice of publication. No one appeared in opposition, Everett Peterson, applicant, appeared with ex- piarm.tions. E. Jo Burns, 6545 Knox Aveo signed a letter of approval. Motion by Anderson, seconded by Jacobsen, that the hearing be elosed0 Ail ayes - carried. Motion by Luettinger, seconded by Jacobsen, that the council grant the zoning variation to Everett Peterson, 6501 Knox Aveo, to construct an addition _. _.. to the existing garage without frost footings in violation of Ordo 2001, and -also with a frontage set back of less. than 20 f t. as is required by Ord. 2.03.. C-7178 The attorney read the authority of ~e city to acquire a transfer of land for a junior college site generally along Lyndale Ave. and meandered lake line, 70th 5t. to Lakeshore Drive. Motion by 01son, seconded by Luettinger, that the administration send a letter to the Mate Junior College Board to clarify the building portion of the property so to transfer buildable property to them. Ali ayes - carried.. 11, Proposed I~ taliation of Lights on Lyndale Ave. {Interst, 35Nt) Robert ICurpius represented the State Highway Department, presenting pre- liminary plans for the lighting on Lyndale Ave. Motion by Anderson, seconded by Jacobsen, that the City of Richfield accept the preliminary plans presented by the State Highway Dept. for 8 lights on Lyndale Ave, in the vicinity of Interstate 35W, including a lamp at the Richf field s__._ . _ _ ~,. ; -5- Jan. 10, 1966 Marine property. The setting of this sign ahead of the buiidir~ line raises the question of type inasmdch as nothing but a pedestal sign can be located ahead of the building line. The center grid is a sign violation. Motion by Olson, seconded by Luettinger, that the city attorney prepare an amendment to the sign ordinance to permit a two post sign at the front pro- petty line of a business with maximum area to not exceed any present existing area. Ali ayes carried, Motion by Olson, seconded bq Jacobsen, that the application of Northwestern Franchised Restaurants, 7400 Lyndale Ave. 5., be given tentative-approval for an outdoor sign at 6531 Lyndale Ave,, subject to the removal of the grid and the ordinance being amended ne~ct meeting. All ayes -carried. 16. Quit Claim Deed m Gravel Pit The manager stated that negotiations were underway to sell excess: mater- iai from the gravel pit. Motion by Luettinger, seconded by Jacobsen, that the council approve the quit claim deed from N®rthwest Unit Investment Co. regarding any interest in the gravel pit property in Bloomington, Minn. owned by the City of Richf field.
