The council of the City of Richf field met in regular session, Monday,
December 27, 19658 in the temporary council chambers at the Community Center,
of the Library, ?0th & Nicollet Ave. at 700 P.M.
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Randall and 01sor-;
Absent: none,
Rev. Ed Sanders, Church of Christ, gave the invocation.
1. Minutes`
Motion by Randall, seconded by Jacobsen,-that the minutes of the regular
meeting of December 13, 1965 be approved. All ayes - carried.

Mrs. Fritz, Director, and Mr. Turnam appeared representing the Suburban
Henn. County Relief on official visit.
9. Hearing -Adjustment & Appeals - 1301 W. 73rd St..
It being 7:15 P.M. Mayor Olson called for the hearing on the application
of M. J, McNamara, 7500 11th Ave.; for a zoning variation at 1301 ~. 73rd St.
and read the notice of hearing.
Mr. McNamara appeared as applicant. No one appeared in opposition.
Motion by Anderson, seconded by Jacobsen, that the hearing be closed. All

Motion by Anderson, seconded by I.uettinger, that the council grant the
zoning variation to M. J. McNamara, at 1301 W. 73rd St., to construct a single
family residence-with built-in garage less than 20 ft. from the property line in

It being 7:15 1?,M. Mayor Olson tailed for the hearing on the application
of Maier Investment Co. and Charles K. Ziegler, for a special use permit at 6645
Clinton Ave« and xead the notice of hearing.
Mr. Ziegler appeared as applicant. No one appeared in opposition.
Motion by Jacobsen, seconded by Anderson, that the hearing be closed.

Motion by Randall, seconded by Anderson, that the special use permit be
granted to Dorothy M, Fesenmaier, (PAaier Investment Co.), 5234 Upton Ave. 5.
and Charles K. Ziegler, 6645 Clinton Ave., to allow owner of truck to park his
vehicle adjacent to the garage 5 feet from the lot line until June 1~ I966. Ail

11. Hearing - Land Division - 6934 James Ave.
It being 7:15 P.M. Mayor +:71son called for the hearing on the application
of Hartley G, Forsberg, 6934 James Ave., for a land division at 6934 James
Ave. and read the notice of hearing.
Mr. Forsberg, applicant, appeared. Neighbors were not contacted.
Motion by Randall, seconded by Jacobsen, that this matter be deferred
to January 10th in order to obtain a letter of approval from adjoining pro-
petty owners. All ayes - carr~.ed.
12, Commercial Bidg. Permit - S1Z W. 78th St.
Mervin Healey and Robert Gunderson appeared representing the applicant.
No further building is proposed other than the present proposal.
Motion by Jacobsen, seconded by Anderson, that the council grant the
building permit to Opportunity Workshop, Inc., S12 W. 78th 8t., to construct
an addition to the present building (82 x Z00~ for vocational training center
and sheltered workshop for mentally retarded adults, building to ~e brick
front and the rest concrete block; that the council grant tentative approval
to the off-street parking layout at 512 W. 78th S t. to include 6 parking stalls
at rear of building and the remainder of the back area landscaped.. All ayes -

13, Commercial Bldg. Permit - 7723 'Portland Ave.
Mr. Hellman and Louis Thayer appeared representing the applicant, explain-
ing that the building was to be of brick and concrete-block construction and
spotlight type lighting far parking lot.(Spec, Use Permit approved 12/14/6
and extended to 12/13/65).
Motion by Luettinger, seconded by Jacobsen, that the council grant the
,~ building permit to Helen Hellman, 1233 Russell Ave. N., as proposed, with
water drainage to east not to be greater than at present and not to produce any
type stream, with roof drainage to the west; that the council grant tentative

of spot lights from the building; greenery in front and along south side next

Motion by Jacobsen, seconded by Luettinger, that the council grant the build-
ing persait to Minneapolis Star & Tribune Co., 425 Fortland Ave., to locate a news-
paper distribution center building at 6536 Cedar Ave. ;. with letter withdrawing

5'everal persons appeared in interest. Vern Luettinger gave a report on the
result of the Safety Council discussion.
Motion by Luettinger, seconded by Anderson, that the following resolution be
adopted; that the post office be requested to move the mail box from the curb there;
place radar on 12th Ave. occasionally; that a letter be sent requesting-owner at
7501 12th Ave. t® remove some fence that obstruct$ view; that the resolution be
spread in the resolution book and that it be made a part of these minutes:

The three existing metal signs axe to be replaced by the proposed sign.
The attorney opined that this did not advertise the principal business hire
and thus violated the sign ordinance for pedestal signs.

24. Agreement btwn, Henn. Gounty and City on Traffic Signals

Sam Fischer appeared and explained the delay in the presentation of agree-
merit for approval, Relinquishing interest in signals was discussed, The attorney
was to re-draft language in paragraphs 1 and 2 of the proposed agreement before
its adoptions
