1 1 1 CITY OF RtC~IFIELU Budget Hearing.. October ?~, 1965 Pursuant to action taken at the meeting of September 27' 1965, the council of the City of Richfield met in. the council chambers, 6700 Portland AvC}e~ Monday, October ?~, 1965 at 7x00 P.M. for a budget hearing. The m®eting was called to order by Mayor Olson. Presents Anderson, Jacobsen, Zuettinger, Randall and Olson. Absents None• Fisher Consideration of 1966 Budget John Clarke represented Police Federation and read request for 5~ salary increase. Chief Johnson stated 1.5 men per thousand population as national average of cities of our sine thought they ask for one man per thousand as the ultimate goal for Richfield. Captain Raman explained request for additional men. Bob Cook spoke on giving dispatchers the same pay as patrolmen. Bill Reischel represented Firemen~s Union and explained the request they had submitted in September Sth by letter. Jim Case gave information on the firemen~s objection to standing dutyr for school patrol a~ 6l~th and Penn.~vee Deputising them for this intersection was suggested. Chief Pointer answered certa3,n questions regarding the fire personnel r~eeds• ~ council recessed for l0 minutes and then recomnsned with all members p~resant. Lotion by Jacobsen, seconded by Randaln~ that the admin3.stration notify. the. Fire Civil Service to form a study group for fire fighters requests and personnel practices consisting of a union fire~nan~ the city manager and the IJ 1 C ~- Mayor Manager - 2 - Oct. t~, 1965 Fare Civ3.l Service Commission. ALl ages -carried. Public Irapr©vemsnts The attorney explained the water availability charge proposed in the budget as being a service charge'. The attorney stated that in his opin3.on the entire budget was to be passed at one time. The attorney was requested to give an answer on whether or not X7,500 could be taken from the liquor store for the fire truck, Several persons appeared in interest of the public improvements. Bob 7.ambert, 315 East 66th St., spoke regarding request for a lighted baseball field, Harry McLenighan, 6237 Pleasant Av~e.a also appeared in this interest. Don Erickson of the Twins was suggested as a groundskeeper to consult for field design. Motion by Jacobsen, seconded by I,uettinger, that the next budget hearing be h®ld Thursdays October 7, 1965 at 7000 FeM~ ill ayes -carried, M. Markov3.ch, 70I~0 Oak Grove Blvdo9 appeared regarding interest on]ake development as well as Charles Nungesser, Mr. Nelson and Stan Bachman,. Larkin Mclsllan represented Un3.on Zocal ~}~9 3.n the request for next y®ar salary increases. The use of funds through Youth Opportunity ~,ct was brought up.
