09-29-1965 Budget Hearing• CIZY OP RICHPIBLD Budget Hearing Sept. 29, 1965 Pursuant to action taken at the meeting of Sept. 13, 1965, the council of the City of Richf ieid met in the council chambers, 6?00 Portland Ave., Thurs- day, Sept. 30, 1965, at 7:00 P.M. for a budget hearing. The meeting was called to order by Mayor Olson. _ Present: Anderson, Jacobsen, Luettinger, Randall and Olson. Absent: None. Further Consideration of 1966 Budget The following persons appeared: Cornelius McCoy Cy Johnson, Police Chief Carlyle Kerich, Civil Def. Dir. Pioyd Roman, Police Cpt. Ken Conway, btlater Supt. Lee Pointer, Fire Chief Dr, Stanley King, Animal Humaxe So. of Henn. Co: Animal control was discussed and it was the concensus of the council to retain the seswices of the society but work on random sample with no increase in Sunday patrolling over contract provisions. Motion by Anderson, seconded by Jacobsen, that the proposed budget of $12,000 be approved for animal control with the administration to negotiate a contract to fit the budget with more efficient service. Poii of voters Ayes -Anderson, Jacobsen, Randaii and Olson: Nays • Luettinger. Absent - none. Carried. Mr, ~ Mrse blarkovitch appeared. The council stated that October 4tls hearings will be salary negotiations until 9s00 P.M. and public improvements after that portion is finished, Motion by Aison~ seconded bq Randali~ that under the. City Hail budget, communications be reduced to $5720.00, supplies and materials be reduced to ~640s00, Ali ayes -carried. -2- Sept. 29, 1965 Having a maintenance check list was mentioned as well as possibly a general maintenance man for all heating and other such equipment. Motion by Anderson, seconded by Jacobsen, that the manager's recommen- lotion of $800.00 for library maintenance and repairs be approved. All ayes - serried.. Motion by Luettinger, seconded by Jacobsen, that a total of $12,480.00 be approved for the health budget. Ali ayes - carried, A discussion on participation in the food stamp program was discussed. A review of agreement was asked for. Motion by Olson, seconded by Luettinger, that the Pub13c Welfare budget-- food and drug products item, be reduced to $7000,00. Poly of vates~s Ayes - Olson and Luettinger. Nays -Anderson, Jacobsen and Randall, Absent - none. Motion lost. Motion by Randall, seconded by Olson, that the food and drug products item in the public Welfare budget be reduced to $7500.00. Poll of votes: Luettinger, Randaii and Olson. Nays -• Anderson and Jacobsen. Ai~sent - none. Carried, Motion by Luettinger, seconded by Randall, that a total budget of $18,800 be approved for Public Vdeifare. Ali ayes -carried. Motion by Jacobsen, seconded by Anderson, that $25,000.00 be approved for Contingev~cies. A11 ayes -carried, Motion by Anderson, seconded by Randall, that the P.B.R.A. budget of $29,224 be approved, A11 ayes 4 carried, Motion by Randall, seconded by Jacobsen, that the $17,539.00 budget for Sewer Billing and Collection be approved, Ali ayes -carried. Motion by Jacobsen, seconded by Anderson, that the Sewer Maintenance budget of $285'455.00 be approved. All ayes -carried, -3 - Sept. 29, 1965 Motion by Randall, seconded by Jacobsen, that Water Billing and Collec- tion budget for $281,406.00 be approved. Ali ayes ~- carried, Motion by Luettinger, seconded by Anderson, that $54,330.00 be approved for the Water Maintenan ce budget. A11 ayes - carr led. Motion by Randaii, seconded by Anderson, that the $12,095.00 budget for the'sw3anming pool be approved. All ayes - carried, Motion by Jacobsen, seconded by Luettinger, that the Lynda le Liquor Store budget of $16,724.00 be approved, Ali ayes - carried, Motion by Anderson, seconded by Jacobsen, that the Cedar Liquor Store budget of $ib,?74.00 be approved. Ail ayes - carr led. Capital Otxtla~- Lee Pointer appeared for the Fire Department. A discussion took place re- native to appropriating $17,500 for the fire truck. Motion by Olson, seconded by Luettinger, that a recommendation for next year to be ~.de for a revonving fund in respect to equipment replacement. All ayes -carried. Motion by Randall, seconded by Anderson, that the $7000 proposed amount for the first year's budget on a Snogo-Model TU-3 be ad3usted to $65000 Ali ayes - carried. Motion by Randall, seconded by Jacobsen, that the radio for Civil Defense be approved at $1100.00. All ayes - carried. Motion by 01son, seconded by Luettinger, that $600 for the radio fox the Civin 1~efense director be deleted. All ayes -carried. Motion by Anderson, seconded by Jacobsen, that the sewer billing and coilec- tion capital outlay be approved, Ali ayes - carried.
