09-20-1965 BidCITY ~ RICHFIBLD Budget Hearing Sept. 20g 1965. Pursuant to action taken at the meeting of Sept, 13, 1965, the council of the City of Richf laid met in the council chambers, 6700 Portland Ave,, Monday, Septa 20, 1965, at 7;00 P,M, for a budget hearing. The meeting was called to-order by Mayor ©lsdn@ Present: Anderson, Luettinger, Randall and tJlson. ,,,%=`"~~~ Absent: Jacobsen. s: F Special Order of Business The council determined to consider a special order of business regarding an application for license. Mr. Johnson appeared representing Dayton Development Co. applging for a license for 6 mechanical-rides from Septa 21st through Septet 25th, 1965, at Southdale Squarem~ Motion by Randal]:, seconded by Anderson, that the council grant the license to the Dayton 7~evelopment Coo fob 6 mechanical rides from Septa 21st through the 25th, 1965, at Southdale Square. Ail ayes .m carriedo Budget for 1966 The other current expense portion of the budget for 1966 was considered with the following actions« Motion by Ols n, seconded by Luettinger, that the subscriptions and member- ship portion of MayorWCouncil be reduced $200,00 to $3145,00, All ayes ~ carried. Motion by Luettinger, seconded by Anderson, that the total Mayor-Council } budget tie approved at $5335.00® Ali ayes carried, Motion by Anderson, seconded by Randaii, that the manager°s budget be ap- proved for a total of $298x,00, All ayes m carried® _ _. Motion by Randall, seconded by Olson, that advertising and publications in the proposed election budget be reduced to $40,OOa Aii ayes -carried, -2- dept. 20, 1965 Motion by Luettinger, seconded by Anderson, that expert and professional services in the election_brtdget be reduced to $1820.00. All ayes - carried, Motion by Luettinger, seconded by Olson, that office supplies- in the elec- tion budget be redr~ced to $460.0. Ali ayes - carried.. Motion by Anderson, seconded by Luettinger, th at the council approve the total election budget for 1966 for $2485„00. Aii ayes -carried. Motion by Anderson, seconded by Luettinger, that a total of $7079.00 be approved for the clerk-treasurer 1966 budget. All ayes - carried. Motion by Luettinger, seconded by Anderson, that ~ total of $3077.00 be approved for the assessor°s i966 budget. All ayes - carried. Lou Sullivan, Cornelius McCoy and Carlyle Kerrick joined the meeting. Motion by Olson, seconded by Luettinger, that the administration furnish the council with a detailed report of the Hennepin County Municipal court oper- ~ation as compared to the former Richf laid -court system. All ayes •- carried. Motion bq Randall, seconded by Luettinger, that the council approve a total of $12575,00 for the legal services budget for 1966. All ayes -carried. Motion by Anderson, seconded by Olson, that a total budget of $1210.00 be approved for the Planning Commission, Ali ayes o carried. Floyd Roman, Chief Johnson and Robert Stevens appeared in interest.. Motion by Randall, seconded by Luettinger, that a total of $33,?20.00 be approved for the police department for 1966. A 11 ayes s carried. The council recessed for 5 minutes and reconvened with ail members present but Jacobsen. Motion by Randall, seconded by Luettinger, that the animal control budget be held for an administrative report on complaint calls and patrolling, and a representative from the animal Rescue League be present at the hearing. A11 ayes -carried. -3- Sept. 2®, 1965 Chief Foulter and Assistant Chief Burke appeared iri interest, as did Bill Mausbach. Motion by Anderson, seconded bq Luettinger, that a total of $11,725.00 be approved for the 1966 fire department budget. A11 ayes - carried. Off icer Stevens explained the clothing request for police reserve. The use of Civil Defense police auxiliary to be used in peak demand periods was discussed. Motion by Anderson, seconded by Randall, that a total of $4772 be approved for the budget for Civil ?}efense. All ayes - carried, Motion by Anderson, seconded by Luettinger, that a total engineering bud- get for 1966 be approved fog' $3240.00. All ayes - carried. Motion by Luettinger, seconded bq Randall, that a total budget of $64,477.00 be approved for the street department, Ali ayes - carried. On~parks, recapping tires on equipment was discussed. Motion by Olson, seconded by Luettinger, that auto operating supplies for parks be reduced to $1400.00. All ayes - carried. Motion by Luettinger, seconded bK Randall, that maintenance and construction material for parks be reduced to $4000,00. .Aii ayes - carried. Motion by Olson, seconded by Luettinger, that supplies and materials (seed and fertilizers for parks be reduced to $2000.00. Aii ayes - carried. Motion by Randall, seconded by Luettinger, that grants, contributions and subsidies be reduced to $6400,OO~in parks. All ayes - carried. Motion bq Anderson, seconded by Luettinger, that the park budget for 1966 be approved as ad3usted, to a total of $29,245.00. Ail ayes .. carried. Motion by Anderson, seconded by Olson,. that a total of $2583.00 be approved for the 1966 budget of the inspection department. All ayes - carried. The council agreed to hold up action on the city hall budget for reasons to get information on telephone service costs. 1 -4 - Sept._20, 1965 Replacement cost of circulating pump was discussed on the library budget. No final action was taken until further information is received. Motion by Olson, seconded by Anderson, that an assessment roll be prepared in 1966 allocating 50% of annual cost of ornamental street lights as a direct benef it to abutting properties, ail ayes - carried. Motion by Olson, seconded by Anderson, that October 4, 1965 be set as a later budget hearing, All ayes - carried, Motion by Luettinger, seconded by Randall, that Sept, 30, 1965 be set a~ a tentative date for budget hearing.
