The council of the City of Richfield met in regular session, Monday, Sept,
13, 1965, in the council chambers of the City Hall, 6700 Portland Ave., at 7:OOP.M.
The meeting was called to order by Mayor Olson.

The special, use permit hearing had treen published and action deferred from

Motion by Luettinger, seconded by Randall, that the council reconsider
the special use permit at 6601 Bloomington Ave. (Item 9) for purpose of re-
quiring letter of approval from adjacent property owner...

Motion by Randall, seconded by Jacobsen, that the council grant. the special
use permit to Clarence Christian, 1100 B. 6bth St., with the stipulation that
the administration notify the adjacent property owner to the south of the
proposed use and date of determination by council on commercial building permit.

C. A. ~~'illiams, 1607 Vincent Ave, N., questioned grading or oiling done
in 1965 as to whether he was now assessed for this. He questioned why the
two lots next to his property were not assessed. It was determined that there
~houid not be any variation from the normal policy of assessing street grad-
ing to properties half way down the .avenue or 330 ft. north and south of the

James Badger represented Naegele Adv. Co. Discussion was held on the
sign for the Ram Motel and it was determined that the motel sign would be visi-
ble asproposed sign is to be 15 ft. above the building. The lighted Naegele sign
at 35W was discussed regarding complaint.
. Motion by Randaii, seconded by Luettinger, that action on the application
for the sign on the Astleford building be deferred to Sept. 27th pending ~acti~on to
consider other registered sign complaint first. Ail ayes - carried.
18. Discussion on Storm Sewer Drainage - Irving--64th to 65th
Rosamer Hoii, 6434 Irving Ave., appeared as spokesman for residents in
this area.

Assessing as a special situation above the storm sewer limit of 3.55 was discussed.
Motion by Jacobsen, seconded by Randaii, that the administration proceed with
arrangements to correct storm sewer drainage in the vicinity of Irving Ave.,
64th to 65th St., and accept residents° offer of $400.Ob toward cost with

given to Rolland Schweiger for his work with Civil Defense. Aii ayes - carried.

35. Task Force
Motion by Jacobsen, seconded by Luettinger, that the mayor be author-
ized to proceed with formation of a steering committee with the idea of forming
a metro task force on urban affairs. Ali ayes - carried.
36. Stop. Signs
Stop signs at 64th & Penn Ave. and at Woodlake School were discussed.
Motion by Olson, seconded by Randall, that the matter of placing stop
signs be placed on the agenda for Sept. 2?th with a county representative to be
