The council of the City of Richfield met in regular session, Monday,
August 23, 1965, in the council chambers of the City Hail, 6700 Portland Ave.,
at ?€00 P,M.
The meeting was called to order by Mayor Olson,
Present: Anderson, Jacobsen, Luettinger, Randall and Olson.
Absent: None.
Pastor John Hennitrg, Woodlake Lutheran Church, gave the invocation.

James Math isrd~1,4254 19th Ave., stated that a two stroke cycle normally
popped and he questioned this provision in the ordinance.
William Elder, 3508 17th Ave., questioned the use of helmets. '
Councilman Luettinger read statistics given him by Dr. Foss, A question
arose as to conflict with state law requiring owners to wear helmets. Captain
Roman gave his views on difficulties with enforcement of the helmet provision.
Jim Madison, 8914 N$coliet Ave., approved of helmets on other than leased
bikes.
John Fitzgerald, 5715 34°th Ave., questioned changing lanes with signals
being considered radical movement.
Bab Gordon, 6837 Nicollet Ave., appeared,
Harvey Danielson j~509 Longfellow Ave., objected to helmets for owners and
that the muffler prevision and erratic movements was redundant since theq were
covered in other ordinanceso
Motion by Anderson, seconded by Olson, that Subdivision 12 of Section b
be deleted in the present ordinance {requiring helmets.

11. .Hearing - Rezoning
It being 7:15 P.M. Mayor Olson called for the hearing on the request of
Towle Realty Co. for rezoning of property in the vicinity of 76th, ?7th, Penn
and Sheridan Ave, and read the notice of hearing.
Mr. Resop represented the applicants and explained the proposal, sugges.t-
ing that theq were willing to dedicate necessary land for street needs. Traffic
and its effect on property was discussed. A two-year construction period wag
proposed,
Hank Simacek, 753 Sheridan Ave, appeared.
R. C. Rettick, 74L1 ~.yndale Ave. asked about type of businesses.
'Rev. John Henning questioned traffic from Interstate #494.
..Toe Jensen, 7621 Penn Ave. asked about traffic.
Arnie Larson, 7621 Oliver Ave, questioned whether a well here would
' affect private wells.
Dan Schmelz spoke in favor.
Mrs. Fashant, 7341 5th Aveo, appeared in favor.
R. C, Rettick, 7421 T.gndale Ave. was in favor of this project only.
Mayor Olson read a letter in-favor from the Chamber of Commerce.
Clarence Christian, 1100 B. 66th St. was in favor.

John Scarlet, 7308 Harriet Ave., was in favor.
Robert Abrams, 7626 Sher idan Ave., presented remonstrance petition and
spoke in opposition.
The council asked for factual information from the administration on pro-
party values and traffic, by a study of these points.
Jim Gibbon, 7544 Sheridan Ave., questioned whether or not higher priced
homes would not depreciate faster or more than lower priced homes in the area.
Neil McDonald favored further research in finding a comparable instaila-
tion.
Joe Strub, Jr., 7614 Oliver Ave., thought the traffic problem should be

Motion by Aandail, seconded by Anderson, that the hearing be closed. Ali

A petition and letter in favor from the Chamber of Commerce were ordered

in a traffic and valuation study involving a cost up to $300.00 to be transferred

with the following stipulations: 4 f t. high basketweave or some such fence along
alley; that the church obtain a letter of consent from ad3acent property owner

reviear of the special use permit for Hirsch Bros., Inc, for three 16-unit buiid-

21. Commercial Bid Permit - 6445 Cedar Ave.
Motion by Randall, seconded by Jacobsen, that the application of Donald
Morrow, 6445 Cedar Ave,, for a building permit at 6445 Cedar Ave. be deferred
until the next meeting as no one appeared. All ayes - carried.

Sam Warren appeared as applicant, explaining his proposed operation would
