The council of the City of Richfield met in regular session, Monday, August 9' 1965, in the council chambers of the City Hall, 6700 Portland Ave. at 7:00 P.M~ The meeting was called to order by Mayor Olson. Presents Jacobsen, Luettinger, Randaii and Olson. Absent: Anderson (death. in family) Mayor Olson gave the invocation. 1. Minutes Motion by Jacobsen, seconded by Luettinger,, that the minutes of t2:e regu- lar meeting of August 2, 1965 be approved. Aii ayes - carried. 2. Set Date of Hearing - Rezoning Mr. Resop,of Towle Realty Co., appeared in interest as an alleged developer of the Kramer property. Set Date of Hearing - Rezoning Kramer Property) Motion by Luettinger, seconded by Anderson, that the council authorize the clerk to advertise a hearing on the application of Towle Realty Co. for rezoning of property in the vicinity of 76th, 77th St., Penn to Sheridan Ave.; hearing to be August 23, 1965. Author ize Caii for Bids - Traffic Signals Motion by Olson, seconded by Randall, that the council authorize the clerk to call for bids on the installation of traffic signals at 65th and Lyndale Ave,; bids to be opened Sept. 3, 1965. Motion by Luettinger, seconded by Jacobsen, that the council authorize the clerk to advertise for bids on the moving of signals from 67th and Lyndale Ave. to Lake Shore Drive and Lyndale Ave.; bids to be opened Sept. 3, 1965. Co. for off-site advertising roof sign at 400 W, 78th St. Motion by Luettinger, seconded by Jacobsen, that the council defer action on the application of Naegele Outdoor Adv. Co. to Sept. 13, 1965 for an adver- tiling sign at 400 W, 78th St., permitting Planning Commission member to be present to discuss the report and also to relocate the sign. Ali ayes.- carried. ?. Hearing -Special Use Permit - 6344 Penn Ave. It being 7115 P.M. Mayor Olson called for the hearing on the application of Robert Sather and William J. Olsen to locate a gasoline service station at 6344 Penn Ave, and read the notice of hearing. -3- William Olsen appeared as applicant. Aug. 9, 1965 Letters of approval were presented Proms Tobin-Arp Corp., C-7655; Lariet Lanes, C-?6S6 and Mr. Barret, C-7657. Mr. Lundberg appeared representing the Murphy Qil Co. Gordon Lundberg, 6345 Sheridan Ave., appeared in opposition and voiced his reasons. The question of other service stations on general commercial and in- dustrial Zoning was discus~$d~ as well as the general area of the proposed lo- cation. Motion by Jacobsen, seconded by Luettinger, that the hearing be closed. Ail ayes - carried. Mayor Olson called for the hearing on the proposed supplemental assessment for water main construction, C. P. #441, and read the notice of hearing. No one appeared in opposition. Commercial Building Permit - 901 & 1001 B. 77th St. Gary Lyons appeared representing the applicant, Miles Fiterman. Stucco exterior was suggested for the two buildings of 15 stall garages for apart- ment houses. -6- dug. 9, 19b5 Motion by Randall, seconded by Jacobsen, that the council approve the building permit of Miles Fiterman, 4500 Lyndale Ave. N., to construct two 15 stall garages for apartment houses at 901 and 1001 B. 7?th St., garages to be built with brick exterior. Aii ayes -carried. C-7648 13. Commercial Building Permit - 7605 Lyndale Ave. Ronald Rrank, architect, represented the applicant, Pilgrim Cleaners. Motion by Luettinger, seconded by Jacobsen, that the council grant the building permit to Pilgrim Cleaners, 2750 Nicoilet Ave., to permit the con- struction of a partition in the existing building at 7605 Lyndale Ave., to create two stores (Pilgrim Cleaners and grocery storej, also a decorative front and new entry to Pilgrim Cleaners. All ayes - carried. C-7649 The sign at this address was discussed. Motion by Jacobsen, seconded by Luettinger, that the council grant per- mission to install an outdoor advertising sign at 7605 Lgndale Ave. with a maximum of 150 watts for the incandescent lights. Ail ayes - carried. 14. Agreement with Henn. County on Hwy. 62 Several residents appeared in interest from Minneapolis. Councilman Luettinger presented a petition from 176 residents requesting the council to deny approval of the crosstown bridge. C-7650 A letter was read from pro- perty owners requesting stop signs. C-7651 C. P; Holt, 6321 12th Ave., appeared in interest. Al Vaimer, resident of Minneapolis, spoke. 'Dan LeMaq, 6334 16th Ave..,, appeared with questions. Mrs. John Larson, 6312 Bloomington Ave., appeared with questions. K. O, Berg, 6140 15th Ave., requested information on afoot bridge. Henry Thernell, 6701 Bloomington Ave.,, appeared. Mr. Guibrandson, 6132 Bloomington Ave., presented the view of Minneapolis residents on the bridge. L~ A. Hoof, 7539 Chicago Ave., questioned truck traffic. He explained the proposed newspaper building to have block foundation in the front. Other locations of similar buildings aces 65th & Queen; 75 th & Lyndale and 65th & Lgndale as well as 7614 Lyndale Ave. Motion by Olson, seconded by Jacobsen, that the council giant the building permit to locate a newspaper distribution station at 7614 Lyndale Ave., permit to be effective for one year, building to be blocked to ground and that the area (22 ft. strip to alley) be neatly maintained. Burger-ding Discussion (Deferred) Mr. Peterson, manager, stated that the insurance company had approved the recommended chaining of the entrance to Burger King of ter business hours. The police department state that the surveillance study was done by -plain car. Capt.
