Be stated that the prop®sed plans for 24 apartment buildings containing 212 units was basically the same concept as originally presented at an earlier hearing with a few ad~ust- ments. They intend to break ground in approximately 68 days with fmur months for completion of a bctiicting and 14 to 16 months for completion of complex. The whole area is to be self-sustaining as to maintenance of streets and play- grounds. Traffic engineers have been consulted For traffic patters. Ail ayes - carried. The council recessed for 5 minutes and then reconvened with all members present. 21. Discussion on Naegele Advertising Signs Mayor Olson reviewed the history of the building and sign permits for the Naegele Advertising Co. and the subsequent ruling by the city attorney that a variance could not be granted. This was f oilowed by a request bq the Naegeie Co. for a public discuss ion. Mr. Condon, Executive Vice President of Naegele Advertising Co., appeared reviewing the whole matter, presenting a petition approving the present signs containing 84 ~ signatures. C-7618 The mayor stated that the council could do one of three things: 1. Ask for complete compliance; 2. Change ordinance to conform with present signs; 3. Compromise. 1~r. Condon stated: in the event the ordinance were to be changed, he wanted to make a public announcement that they did not intent to make a third sign as previously applied for. -10- June 28, 1965 Oan Schmelz of ~chmeiz Bros., appeared in favor of the present signs. Mayor Olson read a telegram received during the afternoon from Lindahi Oldsmobile Co. favoring the sign. C-7619 Mr. Whittemore, 7745 Penn Ave. S., appeared and spoke in favor of the signs , Mayor Olson acknowledged receiving letters from the following people: M. G. Astieford, Henrq aalen, Mike Lazorik, I?on Roberts, James Hngel, Gordon Anderson and Vincent Bailey. C, J. Osman, 6629 Vincent Ave., asked if tyre was anq waq ®f penalizing the- Naegele Co. On a show of hands, a large ma3oritq were in favor of the signs while a small group were in ®pposition. Mayor Olson said the council had to weigh the merits of limits theq could go to grant Naegele Adv. Co, permission to have signs in order to have them locate in Richf field to aid the tax structure. Councilman Anderson spoke in favor of having screening or back-drop be considered as apart f rQm signs , Councilman Luettinger said he did not think signs were "monstrosities", but that ordinance shouldn't be weakened. -11- June 28, 1965 Councilman Randali said the extending of screening couid._lead to an in- definite extension. Councilman Jacobsen mentioned the pressures, pro and con; most of it coming from outside of Richfield. Motion bq Jacobsen, seconded by Anderson, that the council instruct the administrative staff to initiate an amendment to the sign ordinance to make the present signs conf©rm with the ordinance, Po11 of voteas Ages -Anderson, Jacobsen, Luettinger, Randali and Olson. Nays - none. Absent - none. Carried. 22. Discussion on Burger. Ki~_ f?perations--66th & Vincent Magor Olson outlined some complaints relative to Burger King operations. Cq Johnson, chief of police, was question on complaints. The attorneq mentioned that prosecutors are finding it diff icuit to make charges that stick and officers are reflecting this in issuing tickets. P. J. Doucet, 2805 V@'. 66th fit., appeared as neighbor making complaints on violations at Burger-King. Bob Saton of a Minneapolis real estate firm appeared as representative of eompanq attempting to sell homes in 2800 block on 0~. 66th 5t. The following persons sp©ket Carl F.
