The council of the City of Richfield met in regular session, Monday, Maq . 10, 1965, in the council chambers of the City Hail, 6700 Portland Ave., at ?L00 F.M. The meeting was called to order by Mayor O,ison. Present: Anderson, Jacobsen, Luettinger,• Ralndal]t•~and Olson. Absent: None. Rev. Vernon R. During a discussion on the application for a zoning. variation at 7701 Knox Ave. S., it was brought out that the ordinance does not permit a variance. Motion by Olson, seconded by Luettinger, that the city attorney write a letter to the applicant, Naegele ~Tutdoor Adv. Co. advising them that no variance is allowed by the ordinance. Request for extension on Purchase of Gravel Property A. letter from the city attorney dated April 29, 1965 was presented stating that Mr, Wolfenson of NW Unit Investment Co, requested an extension until Sept, 1, 1965 on his purchase agreemernt in order to permit time needed to arrange a hearing before the City of Bloomington. Motion by Jacobsen, seconded by Anderson, that the council extend the purchase agreement of Northwest Unit Investment Co, to Sept. 1, 1965 on the gravel pit as requested by Mre Wolfenson in his letter to the attorney of April 28, 1965. Addis, 6520 RusselS Ave., raised the question of drainage of the area, suggesting diking on three sides of the ponding area. Jack Clock, 6326 Thomas Ave. appeared in opposition. Ralph Wailentine, 6300 Thomas Ave. S. appeared in opposition. Glenn Swanson, 6321 Thomas Ave., spoke in favor of.a retaining wail. Gordon Lundberg, 6345 Sheridan Ave., attorney, spoke in opposition and raised the question of proper benefit area and stateithat the total area was improperly described and proceedings thus void. A discussion was held on publication of correct description and on the charge that high land in this area cannot be assessed. The citq attorney stated that if the description is incorrect, it should be reviewed and republished, and that in his opinion the general benefit dis~ tract as applied to an urban lot was not comparable to Mr. Lundberg•s charge.
