03-15-1965 SpecialCITY oP RICHPIBLn Special Meeting Pursuant to action taken at the meeting of March 8, 19b5, the council of the City of Richfield met in special session, Monday, March i5, 19b5, at 7:00 P.M, The mee ting was called to order by Mayor Olson. Present: Anderson, Jacobsen, Luettinger, Randall and Olson. Absent: None. Street Improvements -Street R~ Alley Grading Motion by Randall, secanded by Anderson, that the alley from 63rd St. to 64th S`t', and Iiumboldt to Irving Ave. be approved, and a preliminary report be prepared. All ayes - carried. Motion by Jacobsen, seconded by Luettinger, that bituminous surfacing of Oliver Ave. from 62nd St. to 77th St, be approved. All ayes - carried. Hearing to be held for construction of storm sewer. Sidewalks b4otion by Anderson, seconded by Jacobsen, that sidewalk on the east side of Lyndale Ave, from 74th St. to 7bth St. be approved. All ayes - carried. Motion by Anderson, seconded by Luettinger, that sidewalks at the f oilow- ing locations be deleted from the public works programs N. side of 75th St, from Penn Ave. to Sheridan Ave. S, side of 73rd fit. from Penn Ave. to Upton Ave.. Traffic Signs Motion by Jacobsen, seconded by Luettinger, that a proposed stop light at Lakeshore Drive and 66th St. be placed on the agenda for March 22, 1965 for discussion. The city engineer is to submit a report of survey of business men in the area. Ail ayes - carried. Motion by Jacobsen, seconded by Luettinger, that the stop light at 67th and Portland Ave. be changed to blinking amber. Aii ayes - carried. Motion by Anderson, seconded by Luettinger, that the proposed signal at SA~th 5t, and Penn Ave. be placed on the regular meeting agenda for a re- port on type of signals to be proposed. All ayes -carried. Motion by Luettinger, seconded by Randall, that mast arms signal at 65th and Lyndale Ave. be approved. All ayes -carried. Concrete Curb & Gutter Motion by bison, seconded by Luettinger, that tentative approval be given to the proposed concrete paving and concrete curb & gutter on Lyndale ---Ave. fram 77~~to to~4t~i~t-, 3n generalo-witt~engineer~to meet-with-Chamber of Commerce for discussion before final approval. All ayes -carried, Motion by Randall, seconded by Jacobsen, that tentative approval be made for proposed bituminous surfacing on 65th St. and that the engineer rem turn with state specifications for final approval. Storm Sewers Motion by Randall, seconded by Jacobsen, that the council proceed toward setting a hearing ~ on a proposed storm sewer in the-alley from 63rd St. to 64th 5t. and Girard Ave. to Hu~baldt Ave. Poll of votes: Ayes » Anderson, Jacobsen, Luettinger, Randall. Nays - O1,son. Absent - none. Carried.. Motion by Anderson, seconded by Jacobsen, that a study be made on a hearing to be held for storm sewer from Penn Ave, to Queen Ave. at 65th St. (1 block). Ali ayes -carried. Motion by Jacobsen, seconded by Anderson, that a report on storm sewer from 77th to 74th on't~entwor th Ave. be made with State Aid maintenance funds used for financing the amount above maximum, $.0355 per sq. ft. assessment to property owners. .Ali ayes - carried. Proposed Norby•s Pond improvement be deleted and a request can be brought in later if it is needed. Ali ayes - carried. A petition signed by 12 property owners was presented for a storm sewer at Bloomington Ave, and 65th St. C- Motion by Anderson, seconded by Jacobsen, that this petition be consi- dered at a scheduled hearing. All ayes - carried. Charles P. Wallick requested a storm sewer catch basin at 72z and 73rd St. an 18th Ave. Motion by Luettinger, seconded by Jacobsen, that a report be prepared an the catch basin at 72~ and 73rd St. and 1$th Ave.. Ail ayes - carried. Absent - none. Carried. Parks Motion by Anderson, seconded by Jacobsen, that the council approve pro- posals for Adams Park. Ail ayes - carried. Motion by Luettinger, seconded by Anderson, that the council approve treatment of trees in Augsburg Park. All ayes - carried. Motion by Olson, seconded by Jacobsen, that action on tree removal and fertilizing of trees in Augsburg Park be held until a report on tree removal is received and professional advice from the University for April 26th meeting. Ail ayes - carried, Motion by Olson, seconded by Luettinger, that the laying of sod in Christian Park be eliminated and the application of fertilizer be approved. All ayes - carried. Motion by Olson, seconded by Jacobsen, that the laying of sod in Donaldson Park be eliminated and the application of fertilizer be approved, All ayes - carried.. Motion by Jacobsen, seconded by Anderson, that fertilizer for Pairwood Park be approved. All ayes - carried. Motion by Anderson, seconded by Jacobsen, that work at Grant Park be deleted from the improvement program. All ayes - carried. Motion by Jacobsen, seconded by Lue ttinger, that the improvement of Jefferson Park be ap proved. Aii ayes - carried. Motion by Anderson, seconded by Olson, that the proposed fence at Madison Park be deleted, All ayes - carried. Motion by Anderson, seconded by Luettinger, that the council approve the application of fertilizer and seed for Madison Park. Motion by Randaii, seconded by Jacobsen, that fertilizer and seed for Monroe Field be approved. Ail ayes - carried. Motion by Anderson, seconded by Jacobsen, that fertilizer and seed be approved for Nicollet Park. All ayes - carried. Motion by Jacobsen, seconded by Anderson, that the proposed shelter for Roosevelt Park be deleted. Ail ayes -carried. Motion by Randall, seconded by Jacobsen, that the council request the Planning Commission to report May 10th on their view regarding sale of parlc now under purchase agreement. Ali ayes - carried. Ail ayes -carried. Steve Rukavina~spoke in interest. The council requested a report for 1966 budget on what is being done for the destruction of danrie2,ions and crabgrass in city parks. Motion by Luettinger, seconded by .Tacobsen, that the council appropriate monies for the authorized public improvement:; with funds provided from proposed sale of propertyy for park improvements and trees, l~t:inicipal state aid funds and sale of special assessment temporary improvement bonds for storm sewers and traffic signals as approved.
