Pursuant to due call and notice, the council of the City of Richfield met in
special session at a meting held Tuesday, Peb® 2, 1965 in the council chambers
of the City i~a11:, 6700 Portland Ave,, at `7:00 P.M, at which meeting the members
of the Planning Commission mere in attendar~ e.
The meeting rues called to order by Mayor Olson.

The mayor reported on the meeting of the Richfield administration had with
the Bloomington administratio n on the Penn Ave. ~ Y3wy. No. 494 Interchange. C-7457

Ieeo Jolly suggested no braid, but a detached frontage road on the
quadrant.
Captain Roman gave statistics on the accident rate at this intersection as
compared to 66th and Interstate 35~i which he suggested was a similar set-up.
Mr. Johnson, attorney, appeared in behalf of the Kramer property owners.

The problems on the nor thea.st quadrant are: Back-up onto the ramp;
-turning movements to contend with; service road traffic mingling here;
high commercial development in area®

committee meeting involving the highway department to draw-up some equitable

John Coleman represented Shell ®il Coe, suggesting a small committee mee t
ing in arrivia~g at a solution.

It was suggested that Art Anderson represent the councii on the committee
to sore -the northeast quadrant, that Mr. Doily, Floyd Roman, (~. R. Van YCrevelen
and Harve~q Chapman from the administration and Planning Commission, a represen-
tative from the Minnesota Highwsy 1~ept, and anyo~~e from businessmen in this
area.; that the first meeting be held Feb. 15, 1965 at ?:00 P.M. in the City
Hal f with proposal to be made to the council ~.t this meeting March 8, 1965.

The manager submitted an oral report. The council suggested a continued
effort to get sign marked BBItichfield Exit 66th St.'° going north and south.
Motion by 01son, seconded by I.uettinger, that Resolution No. 3365 passed

at the meeting of January ~5, 19~~5, be released to the highway department
with additional. request for °ARichfieid Exit 66th St.QB sign identification.

The administration is to conts,ct the coun~r with a report hack on
Crosstown Hwy. signs on 6~nd Street.

The mayor asked the councii for advice on how to vote on the proposed
Hennepin County League of Municipalities' resolution favoring the Metropoi-
itan Sewage plan as opposed to the present piano
M~.yor Olso~x explained the proposed :mass transit bill of the Hennepin
Cosxnty league of Municipalities. The councii favored the R'~.rchner study plan,
Motion by Anderson, seconded by ~uettinger, that the councii support the
plan to study the transit question, privately operated and public official
representation. Ali ayes - carried.
Motion by Randall, seconded by Andersen, that the council support the
general concept of the Metropolitan Sewage pi~.n. Ali ayes - carried.

Feb. 2~ 1965
John Simacek questioned an alleged commitment of development of She11 Qil
Co. land next to the station at the time the permit was granted. The cierk-
treasurer is to check on this point.
Motion by Anderson seconded by Luettinger, that the meeting be adjourned.
