11. Chemicals for hater Treatment Plant
Motion by Anderson, seconded by Luettinger, that the council authorize the
cleric to advertise for bids on chemicals for the water treatment plant; bids to

12. Legion Lake Storm Sewer Outf ail Cost
The attorney explained that the percentage cost to Richfield is the same as
when the county had proposed peat storage for the village. The cost to be
covered by $20,000 from municipal state aid and $10,000 from appropriations in
Pub9:ic Works Reserve Fund as approved i n the 1964 improvement program.
Motion by Anderson, seconded by Jacobsen, that the council approve Richfield*s
participation in cost for the Legion Lake storm sewer outfall. Ail ayes - carried.
13. Hearing - Special Use Permit 1400 E. 78th St.
It being 7:15 P.M. Mayox Olson called for the hearing on the application of
Warren Sinclair Car'Niash, 7012 5th Ave. S., for a special use permit a t 1400 S,
78th St. and read the notice of hearing.
'U~.rren Krier, lessee, appeared representing the applicant,
Thomas Bouiay requested clarification on whether this operation would be
permitted in any gas station, Adequate parking was discussed.
The attorney raised the question of whether this was a filling station

principally and^car wash incidentairy.
Fred Van Darn gave information as to the City of Bloomington°s def inition
of a car wash.
Motion by Anderson, seconded by Jacobsen, that the hearing be closed. Ali
ayes - carried.
Motion by Anderson, seconded by Randall, that the council grant the special
use permit to Warren Sinclair Car 'I9ash, 7012 5th Ave. S., to locate a coin oper-
ated car wash in the service station at 1400 B. 78th St. subject to the foliow-
ing stipulations: barrier curb on north and east to complete curb around the
perimeter of the lot, with no curb running to the building. All ayes - Carried. Cm7419
14. Hearing -Special Use permit - 7444 Cedar Ave.
It being ?:15 P.M. Mayor Olson called for the hearing on the application of
Hirsch Bros., Inc., 3954 Wood dale Ave,, for a special use permit at 7444 Cedar Ave,
and read the notice of hearing,
James Hirsch appeared as applicant,
Comments by the Planning Commission in their report on this property were
discussed, No persons appeared in opposition.

The Land Use Committee report was discussed Dan Rognrud represented
Soeu~ Construction Co. and Cedar Properties, Inc,, applicants. Mr. Soens
appeared also.
Clarence Christian gave information on past requests for use of this land
and stated that the only request to his knowledge has been a roller skating
rink, Interest of the residents in the area was considered to be a factor;
best use of the land and size of the complex also.
Motion by Randall, seconded by Jacobsen, that the hearing be closedm Ail

Motion by Luettinger, seconded by Jacobsen, that action on this matter be
deferred to December 14th for further study and neighborhood discussion by the

Mayor Olson called for the hearing on the application of Skyline Builders,

which matter had been deferred from the meeting of Oct. 26th.
The Planning Committee report was discussed. Dan Rognrud appeared reprem
renting Skyline Builders. A. G, Bogen appeared in favor.

George Kolinsky, architect, also appeared, stating that the present proposal
conformed to stipulations of the council at the Sept. 28, 1964 meeting.

the plans.

Deletion of the garages was discussed as well as the building elevation
and grade levels.
Bob Rock, 6439 Russell Ave., req uested viewing of the plans.
Lenny Arnevik, 2415 W. 65th St., questioned drainage,
Howard De Mott, 6435 Russell Ave., requested a look at`pians before any
approval.

Motion by Anderson, seconded by Jacobsen, that the council approve the

33~ Appeal to Supreme Court on General Hospital Case
The attorney explained the basis of the theory of allocation for educa-
tion could be applied to other items. He suggested that the council work with
the legislators on clarification of this point.
