The mayor discussed portions.. of the police.report on the operation of car washes in other locations. Motion by Olson, seconded by Jacobsen,. that the police report be accepted as part of the official record. A.11 ayes - carried. 0.7398 Thomas Boulay appeared as applicant, e~eplaining that this was a $50,000 total vaiuat~,on business and requested permission for a 24 hour operation. The village attorney read suggested items to be included in the proposed ordinance. Fred Rodgers, 12811 Bernell Drive, appeared with information. 1 1 44A Nov. 9~ 1964 The use of pennants was discussed as welt as suggestions by the attorney, listed as follows: 1. Provision should be made for complete 1ig.hting of the exterior. and interior ~of the building at all times. 2. The coin mechanisms should be so designed so that they cannot be readily broken open. 3, A person, who may be called to provide service at all times, should be design na tea, ~~ 4~ Curbs should .be provided between waiting stalls to avoid disputes about who is first in line.. 5. The entire traffic control pattern should be submitted to and approved by the Village Council arnl should not be changed without Village Council approval. 6. Any vandalism of the property should be reported to the police department. 7. equipment should be so designed as to avoid the possibility of injury on the part of any person using the equipment. Temperature of water should be moder® a,te enough to avoid scalding, chemicals should not be of such strength as to cause damage to property or injury to persons, etc. $„ The operator should provide proof of public liabilitq insurance of certain amounts, with such insurance subject to cancellation only upon first notifyW ing the village. Report of Safe Council Blmer Hillner appeared in diScrassion of the report submitted by the Safety Council dated Nov. 2, 1964, in which left hand turn signals on Lynda~.e, Nicollet and Portland Avenues at 66th St. were recommended by the Safety Council as we11 as the proposed semaphore moved from h700 Lyndale Ave* to Lyndale and Lake Shore Drive and marking and warning signs on 66th St, at Emerson Ave. Motion by Anderson, seconded by Jacobsen, that a discuss ion on property maintenance control be deferred to the meeting of Nov. 23rd.
