This council believes that the za~ning of this tract of land was ori- ginaily established to creat® a buffer zone 'between the single family residence on the west and the industrial and commercial areas on the east and that it was contemplated that this tract of land would be developed with double dwellings. 2. This aouncii adheres to the belief that the most desirable development for this parcel of land would be double dwellings, 3. The zoning ordinance for the multiple residence district provides that a multiple residence pro3ect should not be established in a multiple residence district such as this unless it can be established without adverse9:y affecting -4- Sept. 2$, 1964 adjacent property, The owners of tine adjacent property to the west have indicated that they will not object to the establishment of an apartment project of the kind hereinafter described, and for this reason the council will give favorable consi- deration to a development of the kind hereinaf ter described, on the premise that such a development will not create a serious adverse influence upon such adjacent residences. ,~ 4. Such development should consist of two multiple residence buildings of approximately equal size, having a total of not more than forty residential units in the two buildings, The ratio of two-bedroom units to one-bedroom units should be approximately 4 to 1, The roof elevation of such multiple residence structures should not exceed the roof elevation of adjacent residences to the west. The locae tion of the parking area should be established so as to minimize adverse affect upon they adjacent residential properties. The screening and other design and lo- cation of facilities on the project should be heft for further consideration at the time a specific application is made.
