Regular Meeting
Sept„ 14, 1964
The council of the Village of Richfield met in regular session, Monday,
Sept. 14, 1964, in the council chambers of the Village Hall, 6700 Portland Ave.,
at 7:00 P.M.
The mee tang was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger and Olson.
Absent: Randall was 111.
Rev. Ray T. Johnson, Richfield Bvangelical Free Church, gave the invocation.
1. Minutes
Motion by Anderson, seconded by Luettinger, that the minutes of the regular
meeting of August 24, 1964 be approved. All ayes - carried.

accepted and filed:

3. Resignation from Planning Commission
Motion bq Olson, seconded by Luettinger, that the council accept the re-
signation of George Alexander as a member of the Planning Commission and that
a certificate of award be pre pared for Mr. Alexander. A11 ayes - carried.
4. Set Date of Hearing -Special Use Permit .. 6232 15th Ave. S.
Motion by Anderson, seconded by Jacobsen, that the council authorize the
clerk to advertise a hearing on the appiicati on of Douglas Bussian, 6232 15th Ave.

Motion by Jacobsen, seconded by Luettinger, that the council authorize the
clerk to advertise a hearing on the application of G. B. Strom, 6617 Humboldt
Ave, S, to plat land located at the nor thwest corner of Lyndale Ave. and 65th St.;
hearir~ to be Sept. 28, 1964. A11 ayes - carried.
6. Moving Building Into Village
Mr. Frank Garrison, applicant, appeared.
Motion by .Tacobsen, seconded by Anderson, that the council approve the ap--
plication of Prank Garrison, 4420 Garrison Lane, to move a building from 6153
Clinton Ave. S. to 6313 22nd Ave. S., subject to the applicant's pos ting a $200.00
bond for painting house, 100. ampere electric service ~.nd adequate landscapings as
prescribed by the village engineer.. -Ail ayes -carried.
7. Letter re Pro arty Line Adjacent to Church Pro~.~er ty
Elton Lepa1 represented Hope Presby terian church. No one else appeared
relative to the letter from Frank J. DeMay, 7121 4th Ave. S., regarding this south
property line adjacent to Hope Presbyterian Church parking lot, which matter had
been deferred from the meeting of Aug. 24tho
8. Request from Charter Commission Representative
Cornelius McCoy appeared as Ctia.rter Commission representative requesting
additional. appropriation for Charter Commission,
Motion by Luettinger, seconded by Jacobsen, that the following resolution be

Mayor Olson called for the hearing on the application of Skyline Builders,
Inc., 2.317 Central: Ave. N.E, for .a special use permit at 7108 Cedar Ave., which
matter had been deferred from the meeting of August 24th,
Dan Rognrud appeared represen Ling Skyline Builders, the applicant.
Bob Knoch, 7111 18th Ave., presented a letter from residents in the area
requesting garages along the rear.
Mr. Mayer, 7105 18th Ave.. S,, appeared.
Motion by Olson, seconded by Luettinger, that the letter dated Sept. 14~
1964 signed by 7 property avners on 18th Ave.. S. setting down an acceptable
proposal for the proposed new buildings be accepted and filed. All ayes - carried.

sibility of constructing 7 unit buildings.

It being 7:15 P„M. Mayor Olson called for the hearing on the application of
Lyndale Builders, Inc.., for a rezoning and read the notice of hearing.
Mr. Woifenson appeared representing the applicants.
Fred Amram, 7337 Aldrich Ave.. S., appeared with questions.
Steve Meyer, 7332 Lyndale Ave. S., appeared with questions.
Mr. Woifenson stated he did not intend to construct anp other commercial
buildings nor as'k for any more change of zoning in the area.
Motion by Anderson, seconded by Luettinger, that the hearing be closed. Ali

I't being 7:iS F.M. Mayor Olson called for the hearing on the proposed
assessment for Village Pro,~ect No. 465 and read the notice of hearing.

Mr. Katz, 925 W, b6th 5t,, co-owner of double bungalow which is homesteaded
for each side, requested ad3ustment of the assessment from multiple residence to
single family residence.
Motion by Anderson, seconded bg Olson, that this property be assessed as a
single family residence since both sides are individually owned, taxed and home®
steaded.

Ronald Bride, appeared representing Hub Shopping Cen ter, ob3ected to the
assessment because they have own well and especiairy Parcels 6000 and 9000 bea
cause these are parking lots. Ob3ected also to any further enhancement of value
because of increase in taxes. He also asked if the property assessment could be
deferred.
