The council of the Village of Richf laid met in regular sessions Monday,
August 10~ 1964, in the council chambers of the Village Hail, 6?00 Portland'Ave.,

The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Randall and Olson.

Councilman Jacobsen gave the invocation.

Motion by Jacobsen, seconded by L.ttettinger, that the minutes of the regular

6, Report on Safety at Railroad Crossing
Mayor Olson read a report from the village engineer dated July 28, 1964
relative to railroad traffic at grade crossings, wherein he mentioned that the
Railroad & Warehouse Commission was making an investigation as to whether or
not a second man should be in the cab of a locomotive during switching move-

8. Hearing -Apartment Use Permit - 6400-44 Queen Ave. S.
Yt being 7:15 P.M. Mayor Bison called for the hearing on the application
of Capitol Mortgage & investment Co., 1428 Np Washington Ave.., for a special
use permit at 6400-44 Queen Ave. S.
Aveo S. and read the notice of hearing
George IColinsky, architect, appeared. A1.en Herman, president, appeared
as applicant.
Mayor Olson read the Pia.nning Commission report, Motion by Olson, seconded
by Jacobsen, that the report from the Planning Commission be accepted and filed.

Harry Tickner, 6429 Russell Ave., appeared in favor of the project. Mrs.
Hr~pkins, owner of property, appeared,
Murray Schaetzel, 6411 Russel]: Ave., appeared in opposition to the 2~
story buildings.
Howie De Motts, 6435 Russell Ave. 5., appeared in opposition to 2~ story
apartments and spoke also of skepticism on being able to bury one story be-
cause of street grades

plication for Capitol Mortgage ~ Investment Co., 1428 N. Washington Ave., be
deferred to August 24th for obtaining street grade established in relation
to apartments, allowing property owners and Planning Commission to check over.

Motion by Olson, secanded by Anderson, that the council accept and file
Planning Commission report concerning this property which was in error as to

Mr. Nerves explained terms of lease of the building as to permitting no
Sunk cars parked, no outside storage of cars and no outside storage of junk,
Ingress and egress was discussed.
Motion by Jacobsen, seconded by Anderson, that the hearing be closed.

Motion by Jacobsen, seconded by Anderson, that the council grant the
special use permit to Bill S. Nemec, 4225 Bloomington Ave., Florence C. Rush,
5628 10th Ave. 5. and Patricia A, Scanlon, 7625 5th Ave. S., to locate a
service garage, auto body and paint shop at 6540 Lyndale Ave. with stipula-
tion that there be no outside storage of cars, or junk and no parking of cars.

14. Investment of Funds - Richf field Fire Dept. Relief Assn
Norm Grant appeared representing Fidelity Capital Mutual Fund.
Hill Reischel and George l~foskie appeared representing the fire depart-
went. A discussion on investments took place.
The counci.i requested a report on similar funds'investment port folios.
Motion bq Olson, seconded by Jacobsen, that the council authorize the
request of the Firemen's Relief Assn to sell their 30,000 shares of G.M.A.C.
debentures to purchase $30,000 of stock in Fidelity Capital Mutual Fund. Aii

15, Ambulance Se vice- Report
A report on ambulance service dated August 6, 1964 from the Police De-
partment was presented.

Dec. 13, 1963.. A discussion followed;
Motion by Jacobsen, seconded by Randall, that the use of stucco in lieu
of brick or ceramic file under windows on apartment construction be approved

23. Lyndale Liquor Store
The mayor presented points under consideration by the council in arriv-
ing at a conclusion on relocation of the present store and read a letter from
Gallagher and Associates. Mr. Gallagher and Mr. Peterson appeared in interest.
Motion by Olson, seconded by Luettinger, that the letter from Gallagher
& Associates be accepted and f i1ed. All ayes - carried. C-7318
The attorney explained the agreement with Richfield Investment Co, for
sale of the present site at $80,000, $5000 down with. final payment on August
1, 1965--occupancy Sept. 1, 1965. The Strom property at 65th and Lyndale Ave.
S. (N.i~. corner) is being purchased for the new site for $50,000. for the land.
