Regular Meeting
June 8, 1964
The council of the Village of Richfield met in regular session, Monday,
June 8, 1964, in the council chambers of the Village Hall, 6700 Portland Ave.,
at 7:00 P.M.
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Randall and Olson.
Absent: None.
Rev. Lowell A. Reinking, Church of Peace, gave the invocation.
1.. Minutes
Motion by Randall, seconded by Luettinger, that the minutes of the regular
meeting of May 25, 1964, be approved corrected as follows: Page 4, Item 10, to
include "except at 0,Keefe properly°° concerning sidewalk motion to adopt Resolum
Lion #3214, All ayes carried.
2. Reports
Councilman Jacobsen reported on certain relief cases.
Motion by Jacobsen, seconded by Anderson, that a letter of commendation be
sent to Selma Ingram, Sub, Henn. County Relief director, on her extra attention
to matters. All ayes carried.
Motion by Jacobsen, seconded by Anderson, that the following reports be
accepted and filed:

3. U. S. Mayor°s Conference
Councilman Jacobsen gave an oral report on the United States Conference
of Mayors he attended in New York.

4. Set Date of Hearing - Special Use Permit - 6320 Lyndale Ave. S.
Motion by Anderson, seconded by Jacobsen, that the council authorize the
clerk to advertise a hearing on the application of ABC Motor Sales, Inc,,,
for a special use permit at 6320 Lyndale Ave. S.; hearing to be June 22, 1964.

5. Set Date of Hearing - Rezoning _ 6524 Standish Ave.
Motion by Luettinger, seconded by Anderson, that the council authorize the
clerk to advertise a hearing on the application of Raymond J. Rosy toyrezone
property at 6524 Standish Ave.; hearing to be July 13, 1964, and this matter
be referred to the Planning Commission. All ayes - carried.
6. Authorize Call for Bids Patrol Coach
Motion by Jacobsen, seconded by Randall, that the council authorize the
clerk to advertise for bids on a patrol coach; bids to be opened July 8, 1964.

7. Authorize Call for Bids Park Shelter Bldg,
Motion by Jacobsen, seconded by Anderson, that the council authorize the
clerk to advertise for bids on a park shelter building; bids to be opened July
9, 1964. Ali ayes - carried.
8. Outdoor Advertising Sign m 820 W. 66th St.
Herb Rosenwald, operator of Bradley Associa tes, appeared.
Y. B. Strong appeared representing Super America station, applicants for
a sign to be erected next to the framework of the existing sign.
Present use of two sig ns under one permit was discussed.
Motion by Jacobsen, seconded by Luettinger, that action on the applica-
ti on for a sign at 820 W. 66th St. be deferred to June 22nd for reworking.

9. Bids Construction of Parking Lot at Pire Station #2
Motion by Jacobsen, seconded by Anderson, that the minutes of the bidet
opening, May 28, 1964, on the construction of a parking lot at fire station
#2 be approved. Ail ayes m carried. C-°7235
The manager presented a tabulation of bids together with his recommenda-
tion for award,
Motion by Randall, seconded by Luettinger, that the council accept the
low bid of Bituminous Roadways, Inc. for $2,171.36 as recommended by the mana-
ger. All ayes ~ carried,
10, Hearing m Rezoning v 76th & Pleasant Ave.
Mayor Olson called for the hearing on the application of Ernest M, Johnson,
211 W, 76th St., for a rezoning, which hearing had been deferred from the meetm
ing of May 25th.
Ernest Johnson, applicant, appeared. Mayor Olson read the report of the
Planning Commission followed by a discussion by the council.
Motion by Olson, seconded by .Jacobsen, that the report from the Planning
Commission be accepted and filed. All ayes m carried. C®7236

11. Hearing. - Special Use Permit - 7214 Cedar Ave.
Yt being 7o1S P.M. Mayor Olson called for the hearing on the application
of Mrs. J. D, Behrendt, Jr.. and Jos,. C. Haeg, for a special use permit and
read the notice of hearing.
Mr. & Mrs. Behrendt appeared, explaining that they intended to construct
a 30 x 30 bu aiding for sales use in rental of 18 or 19 trailers they now own
and presently located at 90th and Cedar Ave.
Motion by Olson, seconded by Luettinger, that the report of the Planning
Commission on this application be accepted and filed, Ail ayes - carried. C-7237
Motion by Jacobsen, seconded by Anderson, that the hearing be closed, All
ayes - carried.
Councilman Jacobsen stated that if fenced properly and a proper plan sub-
matted, this would be a suitable business,
Motion by Jacobsen, seconded by Luettinger9 that the council defer action
on this application to June 22, 1964, All ayes w carried.

of Shell Oii Co., ?78 Otto Ave., St. Paul, fora special use permit to demolish
old station and construct a new one at 6601 Penn Ave, S. and read the notice of
hearingp
Jerry Kelley, district engineer for Shell Oil Co,, appeared.
Concrete versus bituminous surfacing for station area was discussed!
Bill Cook, 6745 Newton Ave., appeared in favor of bituminous area.

Motion by Olson, seconded by Luettinger, that the Planning Commission
report on the application of Earr Rosengren for a commercial building permit

Mr. Davis, 6617 Lake Shore Drive, stated the VFW had shown them no plans.
Mr. Blank and Mr. Casperson also appeared.
The following s tipulations were discussed and agreed upon:
Barrier curb~to prohibit getting into alley.
Barrier curb around parking lot.
Concrete ornamental fence to be installed 2 ft, in along alley and northwest
property line and set up to but not beyond property line. Fence to be similar
to one of American Legion. 6 feet high made of 3 f t. of solid concrete block
and upper 3 ft. decorative block.
Parking in village park to be prohibited--the attorney to insert such a para-
graph in the contract.
"No parking°° signs to be erected on both sides of the street from Lyndale Ave.
100 ft, beyond the VFW property line,
Lighting in parking lot to be mushroom (low type),

Motion by Anderson, seconded by Jacobsen, that the council approve the

G. E. Ascher, 6800 Newton Aveo, spoke in favor of not having a tot lot

Councilman Randall suggested black dirt and sod,
Pain: Dyste, 6732 Oliver Aveo, spoke against a tot lot.
Harvey Chapman of the Planning Commission gave the opinion that tot lots
-- should be located nearer parking area.
Roger Gjerde, 6810 Oliver Ave,, spoke in favor of having a tot lot at
Fairwood Parke
Councilman Anderson moved that $1100 be used for a tot lot for Fairwood
Park adjacent to tennis court and in fall, sod and seed 68th.& Oliver Aveo in
1965. Motion lost for want of a secondo

Motion by Olson, seconded by Jacobsen, tha t a discussion of the Legion
