Regular Meeting
April 27, 1964
The council of the Village of ~tichf field met in regular session, Mon-
day, April 27, 1964 in the council chambers of the Village Haii, 6700
Portland Ave, at 7:00 P.M.
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Randall and Olson.
Absent: None.
Dr. Sherman Miller, St. Nicholas Bpiscopal Church, gave the invocation.
1. Minutes
Motion by Jacobsen, seconded by Anderson, that the minutes of the regular
meeting of April 13, 1964 be approved. Ali ayes s carried.

10. Hearing - Special Use Permit - 7645 Nicollet Ave. 5.
Tt being 7x15 P.M. Mayor Olson called for the hearing on the application
of B. Leonard Vdahiberg for a special use permit (Gasoline Service Station) at
7645 Nicollet Ave. S, and read the .notice of hearing.
B. Leonard Wahiberg representing Mobil Oil Company appeared,

The council asked the manager to study the number of stations in Rich-
field not in operation, number of businesses carried in conjunction and not
related,. and the present properties worth as compared to proposal.

Robert Bottolene, owner of grocery store on the present site, appeared,

Motion by Randall, seconded by Luettinger, that the application of
Baxl Rosengren, 220 Lawn Terraces for a commercial building permit {Dairy
Store) at ?034 Cedar Avee S. be deferred to the Planning Commission and be
placed on agenda for June 8, 1964,

12. Application to Move Building into Village
Clyde Melton, 6501 18th Ave., appeared.
Motion by Luettinger, seconded by Randaii, that the application of
Clyde Melton to move building into village be granted, moving house from
5138-40 Chicago Ave. S a to 6511-13 21st Ave, S, with the stipulation that
the lot be landscaped and a $200.00 performance bond be furnished.

13. Application to Move Building Within Village
Stanley Johnson appeared as applicant.
Mayor Olson read the request for withdrawal of application for house

moving from 7408 Lyndaie Ave, to 6944 14th Ave, S. approved April 13, 1964
from William Kenney Gilbert-Bosse Realty Tnc. and the council raised question
of eliminating the previous action of the council being for naught because
applicant did not have ownership to property.
Motion by Olson, seconded by Jacobsen, that the petition containing
sixteen s3,gnatures of neighbors having no ob3ection to moving house from 7408
Lyndaie Ave.•to 7538 Washburn Ave, be accepted and filed.
Ali ayes -carried.

Stanley L. Johnsen, Jungell & Johnsen Builders, to move building from 7408
Lyndaie Ave. to 7538 Washburn Avee S. with the stipulation that the house be
painted; that the foundation be lowered to one bioclt above grades that the
lot be landscaped and a $300.00 performance bond be furnished.

21, Appointment to planning Commission
Councilman Luettinger nominated Mrs, Betty Aretz, 7515 15th Ave, Sa
Motion by Jacobsen, seconded by Ran dell, that the council appoint

22. (Deferred) Proposed Forester Service
The manager gave oral-report on study of consulting costs on forester
service.
Motion by Jacobsen, seconded by Randall, that the council authorize
the Mayor and Mas~,ger to sign an agreement with Bloomington9 Edina and
St. Louis Park for Forester°s service on a six month basis, at a cost of
$1,250.00 effective July 1, 1964 thrhugh December 319 1964 and that approval be

24, Development of Legion Lake
The manager gave oral report on his meeting with the State Conserva-
tion Dept. The attorney raised question of village rights to the property
in this area. Purther information is to be obtained,

Motion by Jacobsen, seconded by Luettinger, that the council accept the
gift of a "LoweryfP piano for our Community Room at the Richfield Library from
the Richfield Lions and Lions Ladies Ciub and that the manager be instructed
to write a letter expressing appreciation for the gift. All ayes carried.
