02-17-1964 Special:~ , 1 VILLAGE OP RICI~IBLD Special Meeting Pebruary 179 1964 Pursuant to action taken at the meeting of February 109 19649 the members of the council of the village of Richfield met in special session in the council chambers of the village Haiip 6700 Portland Ave., Monttayo February 17, 1964, at 6:30 P.M. The meeting was called to order by Mayor Olson. Present: Andersono Jacobsen9 Luettinger9 Rand al 1. and Olson. Absent: None. n The purpose of the meeting was fur that consideration of the Public Works Hudget. West Side Fire Station Motion by Jacobsenp seconded by Luettinger9 that the council rescind its previous action pertaining to the West amide Fire Station bituminous surfacing and approve a concrete driveway but bituminous surfacing for the parking area. Ali ayes -~ carried. Lib- racy Ralph 5himer presented plans and costs on room dividers. Motion by Randa119 seconded by Anderson9 that the council approve a room divider for the community room at Line B0B°° of sketch9 and use sound guard, Poll of votes: Ayes m Anderson arkd Randall. Nays ~ Jacobsen9 Luettinger9 Olson, Motion lost, Motion by Olsona seconded by Jacobsen9 that the council approve a room 1 divider for the community room at Line B8B°0 of the sketch and use fabric door instead of sound guard. Absent ~ none, Carried, ' Motion by Jacobsen9 seconded by Luettinger9 that the council approve up to $100000 to check out the P,A. system installation for the community room at the library. Ali ayes carried. ~I m2a Feb. 17, 1964 Old Business Relative to the painting of warming houses, it was suggested to have some recognition for the work, and have the pro3ects as neighborhood accom® plishment~. Motion by Anderson, seconded b~ Jacobsen, that the council approve $500,00 for paint for warming houses, Aii ayes m carried. Pertaining to elm trees, a motion was made by Ran dais, seconded by Jacobsen, that the village attorney be instructed to draw up an ordinance to require property owners to burn dead. Duch Blm trees. Aii ayes - carriedm Mayor C~ison Read a letter from George Neudick, 6501 Morgan Ave, S•g re® questing action on inspection of his trees. Motion by Olson, seconded by Luettinger, that the council accept and file the letter from Mr0 Neuditk. Ail ayes -carried, Cm7137 A further discussion on Dutch Elm disease was held, It was agreed that this topic be included on the agenda for February 24th, 1964. The manager is to determine if consulting service from the university and forest rangers are possible alternatives to detection, A letter was read from R, Ae Boman, 7601 4th Aveo. S., requesting that a fence be erected along his property line and Roosevelt Park. A discussion was held on owners sharing costs of fencing. Motion by Olson, seconded by Ltxettinger, that the administration be in~ strutted to study and report on how long owners of such property have lived here and some alternative to fencing, also that Mre Boman be contacted as to parking. Ali ayes o carried. Mrs. Richard Hanson, 6313 Aldrich Ave. So, appeared in interest to alley, as did Charlie Adams. A discussion followed. -3- Feb, 17, 1964 Motion by Jacobsen, seconded by Lue ttinger, that Page 8 of the Pub13c Works Improvement Program (Alley Grading) be held until later, Ali ayes carried. Councilman Anderson was excused from the meeting. Golf Course The fo liowing persons appeared in interest of a go if course at Legion Lake= Clarence Christian, Mr, Nielsen and Mrs. Matuiio, Robert Cook, John 53.macek, Harvey Chapman and Pierce Smith, A discussion followed, The manager reported on a meeting with the Bloomington manager on joint planning of a golf course in Bloomington, John Simacek reported that the Bloomington Planning Commission reported little interest, Mr, Nielsen suggested that Hen Johnson, retired superintendent of Parks of Minneapolis, would possibly be willing to sit in on discussions on development of a golf course. ~„~ giro a a. Mayor C~'ison read a letter from Dan Prebie, Vice Pres, of American Youth Hostels,-Tnc., regarding their willingness to help clear brush. in the Wood Lake area. The mayor brought out that Carl McBride, representing boy scouts, and a member of the Minnesota Correctional Insti tutions, were interested in this project. Motion by Olson, seconded by Jacobsen, that the council approve an eacm penditure of $250,00 for possible costs for a bicycle path around Wood Lake with the administration to carry the program. All ayes ~ carried, Streets and Alley's Motion by Luettinger, seconded by Jacobsen, that the council approve Page 7 of the Public Works Improvement Program (Street Grading), 76th St., -4- Peb. 17, 1964 1 between 18th Ave. and Cedar Ave. Ail ayes -carried. Motion by t}lson, seconded by Randall, that Page 9 of the Fmprovement Program (Retaining fall in alley a t 6944 Vincent Ave.) be held over until March 2, 1964. All ayes -carried. Oliver Ave. Cost figures were presented by the engineer on alternative development 1 plans on the improvement. Narvey Chapman appeared in interest. The council recessed for five minutes. The administration was instructed to get determination of front foot costs- on Oliver Ave. for Ted Farrington of the Richfield News. The question of whether the village should have permanent residential streets or not was raised. Paving of Lyndale Ave. Left turn at 66th St. and Lyndale Ave. intersection was raised, and the width of Lyndale Ave. (52° or 64.°) was discussed. The administration was in- structed to draw up ~ layout on Lyndale Ave. for 64° width from 62nd St. to Lake shore Drive.. Poll of votes: Ayes -Anderson, Jacobsen, Randall and Olson. Nays - Luettinger. Absent m none, Carried. Motion by Olson, seconded by Luettinger, that the council ~ prove traffic signal at 76th Sit.. and Portland Ave. CPage 50).
