The council of the Village of Richf ieid met in regular session, Monday,
February 10, 1964 in the council chambers of the Village Hali, 6700 Portland

Ave., at 7:00 P,M,
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Luettinger, Randall and Olson.
Absents None,
Rev. Vern Lake, Baptigst Ghurch of Our Saviour, gave the invocation..
1. Minutes
A correction was called for on minutes of the special meeting of February
3, 1964 to include Luettinger°s name instead of Reese; and insert the addition
of a tot lot in 68th & Oliver Park (page 5).
Motion by Randall, seconded by Luettinger, that the minutes of the October

14th, 1963 as related to motion on the well and pump at Milner Pond be amended
to provide that the stipulations of the letter from the residents be part of the
motion by inserting the words 9°'in accordance with the above letter of stipula-
tion09 in the motion. Ali ayes - carried,
Motion by Anderson, seconded by Luettinger, that minutes of the regular
meeting of January 2'7, 1964 be approved; that minutes of the special meeting of
February 3, 1964 be approved as corrected. All ayes - carried,

4. Rem quest for Council Approval of Swim Meet
Richard Olson, 6800 Yrving Ave, Sv, member of Jaycees Board of Directors,
requested council approval on the use of the swimming pool for A.A.U, Swim Meet
during the aquatenniai. The points discussed were: Meet au thorny, concession
to season ticket holders, noise from P.A, system.
The attorney was instructed to draw up an agreement making responsibility
and au thorny lines clear, including a 10:00 P.M. shutoff for PeA, system;
season ticket holders free admission; bond for damage to proper ty ~.nd midnight
cleanup deadline for minors.
Motion by Anderson, seconded by Luettinger, that the council show intent

5. Hearing Special Use Permit 6617 Graham Ave.
Yt being 7:15 P.M. Mayor Olson called for the hearing on the application
of Marjorie Westman for a special use permit at 6617 G~-ahem Ave „ and read the
notice of hearing.
Marjorie Westman, applicant, appeared, presenting petition of approval from
the adjoining property owners, Mrs. westman, 6325 Bloomington Ave., also ap~

peered. The applicant stated that the proposed business would include only
grooming of dogs and no boarding.
Motion by Olson, seconded by Jacobsen, th at the petition containing seven
signatures of neighbors having no objection to proposed business of dog groom-
ing be accepted and flied. Ali ayes m carried. C~-7131
Motion by Jacobsen, that the council grant the special use permit to
Mar3orie Westman, 6617 Graham Ave., subject to periodic inspection by sanitar-
ian and special renewal action next year. Motion withdrawn.
Motion by Jacobsen, seconded by Anderson, that the hearing be closed.
All ayes -carried.
Motion b5' Anderson, seconded by Jacobsen, that the council defer action on
the special use permit application of Mar3orie Westwan, 6617 Graham Ave. for
the purpose of permitting the animal study committee to consider the question
and report on Feb. 24, 1964. Ali ayes -carried.
6._ Hearing - Adjustwent & Appe als - 2100 W, 78th St.
It being 7x15 P.M. Mayor Olson called for the hearing on the application
of Schweiz Bros., for a zoning variation at 2100 W. 78th St. and read the notice
of hearing.
Dan Schweiz, applicant, appeared. No persons appeared in opposition.
Motion bq Randall, seconded by Jacobsen, that the hearing be closed.
All ayes -carried.
Motion by Randall, seconded by Lue ttinger, that the council grant the
zoning variation subject to obtaining a filing of letter of no objection from

Motion by Anderson, seconded by Jacobsen, that the application of Schweiz
