02-03-1964 SpecialVILL~B OF RICHFIBLD Special Meting February 3, 1964 Pursuant to action taken at the mee tang of January 13, 1964, the council of the Village of Richfield met in special session, Monday, February 3, 1964 in the council chambers of the Village Hail, 6700 Portland Ave. at 7:00 P.M• The meeting was called to order by Mayor Olson. Luettinger~a Present: Anderson, Jacobsen, , Ra ail and Olson. Absent: None. 20 persons appeared in interest. Pubic Improvement Program for 1963 The 1964 proposed public improvement program was introduced by the mayor. Mrse Robert Goodman, 7509 Pleasant Ave., appeared in interest of Lincoln Field. T• Wallace Thompson, 6758 Portland Ave., appeared for Memoriar Park• Mrs. Snyder, 7526 Grand Ave., appeared re street lighting at Grand Ave• and Pleasant Ave• Lincoln Field The subject of a proposed skating rink at Lincoln Field was brought up. M• Clubb, president of the West Little League appeared. Chain link fence on the west boundary of the field at a cost of $1140 to the village and snow fence was discussed. Mrs• Schwartzwald, 7620 Garfield Ave., objected to use of the park for four fields because children other than league members cannot use them. Lowell Bngiebrecht, 7515 Pleasant Ave., objected to four fie ids. The council stated that use of four fie ids to be with understanding that the two west diamonds be open during nonapiaying hours or maintenance. Mrs. Snyder raised the question of players being run from one field to another • Motion by Anderson, seconded by Jacobsen, that the council approve the -2- February 3, 19b4 installation of a chain link fence on the west boundary with short runs ex- tending on the north and south sides of Lincoln Field at a cost of $1140. A11 ayes -carried. Motion by Olson, seconded by Jacobsen, that the council authorize the installation of a fence on the northeast field and a $150.00 back-stop ~on the southwest field (the League to pay the total costs). A11 ayes -carried. Motion by Rand all, seconded by Luettinger, that a wood sectional east and west fence with the present sectional fence be removed after the season (northeast field). Ali ayes -carried. Motion bq Anderson, seconded by Luettinger, that the council authorize the blocking to the east(wi th posts },Grand Ave.. extended, :' and also the west side of the northwest playing field. All ayes -carried. Motion by Jacobsen, seconded bq Luettinger, that proposed fertilizer and grass seed be approved. A11: ayes -carried. Motion by Luettinger, seconded by Anderson, that permission be granted to put up temparar y snow, fences in outfield for al T three fields, and to permit the storage of the fences at ~ the vi ilage garage. A11 ayes .. carried. Motion by Jacobsen, seconded by Anderson, that the council give tenta- five approval to build a machinery storage building at the northeast corner of the field. Ali ayes -carried. Monroe Field Motion by Randal]., seconded by Anderson, that the parking lot at Monroe Field be eliminated from the public works program. A11 ayes -carried. Motion by Randall, seconded by Jacobsen, the bleachers be deleted for the fie id. All ayes -carried. Motion by Anderson, seconded by Luettinger, that the council au thoriz~ the installation of .the snow fence and that fertilizer be spread on the field. Ali ayes -carried. -3- Pebruary 3, 1964 Memorial Park I~tion by Anderson, seconded by Jacobsen, that painting of warming houses at Memorial Park be eliminated from the public works program. A11 ayes - carried. Motion by Jacobsen, seconded by Anderson, that fertilizer be spread at Memorial Park and that the floor be replaced in the warming house. Ali ayes - carried. Legion Lake Dick Silers, 7545 Clinton Ave., appeared in interest of a golf courses Motion by Olson, seconded by Luettinger, that the cound.l accept and file the petition presented relative to a proposed golf course. Ail ayes - carried. C-7127 Mr. Addis, 6520 Russ~elS Ave. S. appeared. The question was raised by Mayor Olson of the possibility of joining with the City of Bloomington fvr an 18-hole course. Motion by Luettinger, seconded by Jacobsen, that the council approve the funds- of $2500. for a study subject to a feasibility report to be made by the manager and presented by July 1, 1964. Ali ayes -carried. The Planning Commission was instructed to contact the City of Bloomington relative to a golf course; Dan Rognrud, Prank Gibbs, Pierce Smith and Robert Cook appeared with information. Augsburg Park Motion by Randall, seconded by Jacobsen, that the council authorize the trimming of aa& trees in Augsburg Park. Ali ayes -carried. Motion by Anderson, seconded by Luettinger, that painting of warming houses in Augsburg Park be eliminated from the public works program. A11 ayes - carried. -4- February 3, 1964 Motion by Jacobsen, seconded bq Luettinger, that the council authorize the replacing of f laor 3n warming house, the planting of trees and fertilizing of park and trees. Ali ayes - carried. Lyndale Ave. a 74th tp 78th St. Ted Farrington represented the Chamber of Commerce, asking if Lyndale and 74th to 78th St, area couldn't be improved. Motion by Olson, seconded by Randall, that the council go on record as being in favor to improve Lyndale Ave. in 1965 from ?4th 5t. to 78th St., and grading of Xerxes Ave.; the manager to notify the Hennepin County Hwy. Depart- went and Southdale merchants. Aii ayes o carried. Motion bq Anderson, seconded by Jacobsen, that the improvement of Adams Hill be deleted from the Public Wotks program for this year. All ayes - carried. Christian Park Motion by Anderson; seconded by Jacobsen, that the painting at Christian Park be deleted From the program. All ayes - carried. Motion by Jacobsen, seconded by Anderson, that the council authorize the replacing of the floor in the warming house. Ail ayes - carried. Motion by Olson seconded by Jacobsen, that the $4b,500.00 propose improve meat on ponding area be deleted from 1964 program; Ali ayes - carried. Motion by Randall, seconded by Anderson, that bleacher construction be deleted from public works program. All ayes - carried. Motion by Jacobsen, seconded by Luettinger, that the counci 1 authorize the planting of ten 4-inch trees and spreading of fertilizer in Christian Park. Ali ayes -carried. Donaldson Park Motion by Jacobsen, seconded bq Luettinger, that the construe tion of a shelter be deleted from this budget inasmuch as it is still encumbered in the 1963 budget. „_:. ' -5- February 3, 1964 A discussion was held on plans for the shelter. The village engineer was instructed to report on the shelter plans. Notion by Randall, seconded by Anderson, that the installation of tennis courts be approved. Ali ayes -carried. Motion by Luettinger, seconded by Jacobsen, that the construction of bleachers be deleted from the program. Ali ayes - carried. Motion by Jacobsen, seconded by Luettinger, that the planting of twenty ~-inch trees and the application of f ertiiizer be approved. All ayes •-carried. Faixwood Park Motion by Anderson, seconded by Luettinger, that painting at Fairwood Park be deleted from the program. All ages - carried. Motion try Jacobsen, seconded by Luettinger, that the council approve the application of fertilizer in Pairwood Park and the replacing of the warming house floor. Ali ayes - carried. 68th ~ Oliver Ave. Park Motion by Jacobsen, seconded by Luettinger, ;that the council authorize including a tot lot/"~ landscaping and improvements/of 68th & Oliver Ave. area at $1500.00. A11 ayes - carried. Grant Park Motion by Jacobsen, seconded by Luettinger, that the paint~.ng in Grant Park be deleted from the program. All ayes -carried. Motion by Jacobsen, seconded by Anderson, that the council approve the replacing of the floor in the warming house. Ali ayes - carried. Madison Park Motion by Jacobsen, seconded by Anderson, that the proposed fence at Madison Park along east property line be deleted from the program. Motion by Randall, seconded by Luettinger, that -the application of fertil- izer in Nicoilet Park and the replacing of the warming house floor be author- ized. All ayes - carried. Roosevelt Park Motion by Randall, seconded by Jacobsen, that the constructs on of a shelter and bleachers in Roosevelt Park be deleted from the program. Ali ayes - carried, Motion by Luettinger, seconded by Jacobsen, that the cons truction of a snow fence, the planting of ten 4-inch trees, the appiica.tion of ~ fertilizer in the park and the payment of $16,800 (payment for land purchase including in- terest) be authorized. Aii ages carried. Sheridan Park Motion by Anderson, seconded by Jacobsen, that the council authorize the application of fertilizer and sod in the park. All ayes - carried. Taf Motion by Jacobsen, seconded by Luettinger, that the improvement of Taft Park be approved including fil3 in the west area, black dirt on the west part, deeding, fertilizer and hockey boards. Swimmin P'oo1 Motion by Jacobsen, seconded by Luettinger, that the improvemeYrt of the swimming pool be authorized to include a fence (510 ft.) and a canopy over the wading pool for spectators to be"paid from swimming pool funds. A11 ayes - carried.., .,~ discussion onSection 5 (Parks) of the Public ~iorks Program took place in- cludin~~~a-proposed foot path around Wood Lake: Section 6 - Municipal Buildings Motion by Jacobsen, seconded by Randall, that the council approve the construction of a new municipal building with an expenditure authorization of $250,000 for 1964. Motion by Anderson, seconded by Jacobsen, that the improvement of the Community Room at the Library be approved to include: a speaker stand, trays for salad truck and raised platforms.
