12-02-1963 SpecialVI3.t~c~ aF RICHFIHt.D Special Meeting December 2s 19b3 The cou~acil of the Village of Richfield met in special 3oint session in the cafeteria. of the Richfield High Schools 70th & Harriet Ave,s Mondays December 2s 1963, at Ss30 P®M® The meeting was called to order by Mayor ©lsone Presents The pillage Councils administrative officials of the Village. of Richfield and members of tine School Boards I.S.De X2800 A similar 3oint meeting was held at the same time and place on November 18s 1963® A' d3.scussion was held on the effect of apartments on school population aa~ ®n the communitye Thy village attorney reminded school board officials that the council was not able to control whether or not apartments be located on a particular property me~~~y ~s a matter of preferences but that they are guided by the zoning or® dinances most of the vacant property in Richfield being zoned to permit apartm mentso 3'~e school and village administrative officials presented certain information rely ting to the occupancy by children of apartment dweilerss and t~eir_atm tendanre at schools, The mayor explained these facts as they related to the villages and informed the school board that the council was in fact charged with best available. use of property as far as they could promote same within the zoning restrictions® The chairman ®f the school board informed the council that sufficient buildm irn~s had been constructed to permit the school dis tract ~ be wi thin the 30 students per room as recommended by the states and that at present they had an actual 26m2S average students per rooms The chairman also ;Mated that the board was concerned with the effects upon the crxltural pattern of the community from apartmentss howevers they could not find any tangible reason for opposing theme .
