Special Meeting
Noven~ser 18, 1963
In accordance with a decision made at the meeting of October 14,.1963,
the ,couricii of the Yiilage of Richf ieid met in the village hail, Monday,
November 18, 1963 at T:00 P.M.
The meeting was sailed to order by Mayor Olson.
Present: .Anderson, Jacobsen, Luettinger and Bison. Randall arrived late.
Absent: None.

The purpose~of the meeting was to consider the report of the Planning Commission.
Harvey Chapman, chairman of the Planning Commission, read the introductory
part of the report, The following members were introduced.a

Approximately 20 ®thers appeared in interest.
I. Geoirge Alexander, as chairman of the Land Use subcommittee, presented the
portion pertaining to.iand used
]CT, nave Clark presented the finance portion of the reporto
The mayor asked for a comparison of financial position to other communi®
dies.
Steve Rukavir:a asked for council policy on any increase in future tax
rates.
Frank Riley asked question on the net debt of the viilagem
ItI• Harvey Chapman presented the street improvement report of the committee.
The mayor questioned if the committee recommended concrete streets for

residential neighborhoodse
Gay Nevins, 6615 Lynwood Blvd,, asked question on feasibility of the
drive around, ~Ooociiake.

Mrs. Haugen, 6Z3~ Emerson Ave., also questioned the drive,
Steve Rukavina,, .7339 15th Ave. S.','', asked about picnic area.
~Ev~lyn Richmond asked •i£ the recommended bridge at ?3rd St. would elim®
inate the present footbridge.
Mrs. 'V03.iliam A~ann," 7020 Oak Grove Blvd., appeared.
TV. John 5imacek presented the park and recreation portion of the report.
Carl Corneil~ Dick E11ers, Don Johnson, Don Russell represented persons
interested in the golf course. Carl Cornell presented plans on a golf course
3.ncluding an estimated cost of $200,000 to $250,000. $2500 would include a
master plan report from planners and he requested~councii action on this in
the winter of 1963.
Mrs, Haugen asked about the cost of ins tailing a ge®desic dmme over the
present pool.
Bob Sutich presented views on an ice palace at an approximate cost of
$SQ0~000/ to seat 5000 people.and include a pool 3n con3unction. Ile added
that the.iake Conference had verbaily~stated they w®uid make a commitment
when and if a palace was erected.
Don Ost presented views of the theater group as being interested in a
building for such use.
V. George Alexander presented the portion of tk~e lake improvement committee.
Lake ]Levels were discuss:•ed.
VIo John Simacek presented the 3unior'college section,
I.owe11 ~aiker explained the w®rk done to date by the 3unior college ads
visory committee of R3.c11field.
°Ted Farrington raised the question of the possibility of the high school
now beginning a 3unior college in existing facilities,
VII. ~In the absence of Russ Kennedy, Harvey Chapman reported on the liquor
store committee section.

VIII. The community room committee report was give~t by Mrs. Graf. The need
f®r ~. P.A. system was- added.
The.Minnesotau Valley Women°s Club suggested building cabinets around the
room and renting space to the organizations®
