Special Meeting
May 28, 1963
In accordance with action taken at the meeting of May 13, 1963, the council
of the Village of Richf ieid met in special session on Tuesday, May 28, 1963,
in the council chambers of the Village Hall, Tuesday, May 28s 1963, at °Ts00 PeM,
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Randall, Reese and Olson.
Absents None.
A special meeting was he id on food ordinance and proposed amendments to dog
control ordinance.
Animal Control Ordinance
Several persons appeared in interest to the items being discussed, including the

Geo. Alexander, 6300 Sheridan Ave. S.
Mrs, Geo, Alexander represented the Civic League.
The manager pre sented the proposed amendments to the ordinance on animal con~•
trol including; Penalty of $5,00 for late or unlicensed animals8 impounding
fees increased to $10.009 licensing of cats, $1.508 changing patrol hours to
four per day, five days a week, on a designated basis with some week days traded
for Sunday or Saturdayo
Mrs, Daanielski, 7015 Newton Avee ob3ected to barking dogs and asked for further
contro'.,
Motion by Randall, seconded by Jacobsen, that the above recommendations of the
manager be adopted including licensing cats and additional control on barking dogs
provision, All ayes carried.
Motion by Anderson, seconded by Jacobsen, that the policy on patrolling as

recommended by the manager of four hours per day, five days per week staggered
with a trade for Saturday and Sunday hours be accepted, and that the official
pound be changed to animal Rescue League. Ali ayes - carried.
Food Ordinance Discussion
The sanitarian explained certain details along with this recommetxl.ed changes.
It was the council's opinion that the manager and sanitarian agree on tempor®
ary suspension of licenses, and the oouncii to remain the authority to revoke

Sec. 10,209 - The council agreed any action hereunder should be jointly with
the sanitarian and village manager.
Sec. 10.211 - Ploors. The use. of sawdust on the floor was discussed. Mr. Stadther
spoke in•favor of use of sawdust or ground chips on the floor.

Sec, 10.220 - The council agre,:a that the wording as regards sterilization of
equipment should be B°'to have N5P or equivalent as' determined by
the sanitarian or village manager.`°
Sec. 10,224 - Par. C through IC to be handled by reference to the procedural
part of the section to be left in.
Sec. 10.242 and .243, Pages 49, 50, 51, to be deleted,

deleted.
It was agreed by the council to hold public hearings on this proposed or®
dinance within 60 days at which time the attorney would have• the redraft
ready.
Motion by Randall, seconded by Anderson, that the mee ting be ad3ourned.
