The council of the Village of Richf field met in regular session,
Monday, May 27, 1963, in the counciY chambers of the Village Ha11, 6700
Portland Ave, at 7s00 P,M,
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen Randali~ Reese and Olson.

Councilman Anderson gave the invocation.

Motion by Jacobsen, seconded by Reese, that minutes of the regular
meeting of May 13~ 1963 be approved. Ail ayes -carried,

Motion by Anderson, seconded by Reese, that the council authorize the
clerk to advertise a hearing on the application of Mrs. Ral ph Witman, 6645
Stevens Ave., fora zoning variation at 6645 Stevens Ave.; hearing to be
June 10, 1963. Ali ayes - carried,
3,, Outdoor Advertising Sign - 78th St. ., Chicago to Portland
Dick Shamrick representing Brede Sign Co., appeared as did Rudy Braun
of Mortgage Associates who explained the sign.
Motion by Jacobsen, seconded by Olson, that the council deny the ap-
placation of N.B,C, Apts. Inc., 2427 W, Broadway for a temporary real
estate sign on the north side of 78th St. between Chicago Ave, and Portland
Avee Ali ayes -carried,
Motion by Anderson, seconded by Jacobsen, that the council grant the
sign permit to N,B,C, Apts. Inc., 242? ~. Broadway, sub3ect to the sign
being 10' x 12' with a maxaimum of 14' from ground, double faced with copy
sub3ect to co uncil's approval for period of one gear, All ayes -Carried.

Motion by Anderson, seconded by Jacobsen, that the application of
General Outdoor Adv. Co., 2020 Washing ton Ave., fora sign at 6405 Cedar
Ave. be deferred for 60 yeas (to July 22nd) in order to grant time to
meet with Bloomington council. Ali ayes =carried.
5. Water Basements
Motion by Anderson, seconded by Jacobsen, that the council accept
with thanks easements for water on the following properties (at no cost
to the village):

The merits between a private and public audit were discussed.
Motion by Anderson, seconded by Randall, that the council authorize
a request for a private audit for 1963, A11 ayes carried.
7. Hearing - Ad3ustment & Ap als m 6715 15th Ave, S.
It being 7015 P.M. Mayor Olson called for the hearing on the appli-
cation of Merritt Petersons 6715 15th Aver 5., for a zoning variation and
read the notice of hearing.
Merritt Peterson, applicant, appeared. No. persons appeared in opm

piication of Merritt Peterson, 6715 15th Ave,. S®® fora zoning variation
at 6715 15th Ave. S., to construct a detached garage on the front 1/2 of

8. Commercial Building Permit m 710 Lakeshore Drive
D. B. Lawrence appeared representing V.P,D11'., Fred Babcock Post #5555,
J. Brandston, architect, also appeared, both eacplaining the proposal,
A question as to the viliag a°s responsibility on private restrictions
was' asked of the attorney. The private deed restrictions were between pro®
party owners.. The fact has been previousi'y determined that this building
would not be detrimental to property owners. Sec, 8Ag Subd. 4, of the
zoning ordinance permits this type of building to be constructed here,
Don Lynch, representing property owners in this area, questioned a vote of
approval of this operation, i.e., special use permit. Also, he objected to
this as a club because of its. public use for bingo, wedding dances, etc.
I~ie stated that the proposed public ramp was prohibited by See. 8, Subd,. 4B
of the zoning ordinanceg he objected to liquor used so near the park areas
and he fait it depreciated property values, He .asked that to be consistent,
the council should allow commercial zoning all along Lakeshore Drive if the
property owners request it. A discussion followed,
J. Davis objected to the use of liquor on the property, feeling also
that the building and parking lot violated setback requirement of the ordi~
nano e.
The attorney stated that if the building did violate the setback re~
quirement, there would have to be a hearing to waive the requirement.
The setback question is that if the building occupies residentiaIll prom
perty,is an adjustment & appeals required,

commercial building permit for 710 Lakeshore Drive be deferred to June

9. Commercial Building Permit - ?426 Cedar Ave.
albert Bai ley appeared as applicant, requesting 4x12 sq. ft, balconies,
alI brick exterior, sidewalks along front and flat roof, landscaping, fence
along back or a hedge.
Motion by Randall, seconded by Jacobsen, that the council grant the
commercial building permit to Julia H. Zubert, 6024 Nicoilet Ave., etas,
to construct one it unit apartment building at 7426 Cedar Ave. with existm
ing easement for water mains stipulation to be cleared, and the above menu

14, Retort On Sheridan Park Storm Sewer
Sam Houston of Orr, Schelen, Mayeron & Associates9 presented an
c
oral report on Sheridan Park, explaining that of the 7 inches of rainfall
to date (4 inches in May), both of Cheese being normal, flow is now almost
ready to go into park area. He was of the opinion that another 35 acres
into this pond would flood the park and two basements of homes ad3acent
to pond. Would need 7 acres of area to care for this much additional area,

Dick Condon, executive vice president of Naegele Adv. Co.9 appeared
to explain details of the company and its proposed nerx building at 78th St.
and Knox Ave. .
Bill Duff, Newt. Griffith and Jack Boron also appeared.
The proposed construction is $1,000,®00 with one 8Q ft. sign and tvao
pedestal signs, the One next t® the highway 45 ft. high.

Several residents appeared from the area. Chief~Johnson and Captain
Roman of the police department explained the situation and offered an extra
duty patrolman or open 24th Ave, for ball games as a solution.
Don McFadden, deputy district State Hwy. engineer answered questions.
John Buettner, 6839 Longfellow Ave,, spoke as representative of the
residents in the area.
Jim Hansen, 6828 19th Ave., asked about the amount of traffic influx
ante from stadium.
