Special. Meeting
October 1, 1962
Pursuant to action taken at the special meeting of September 17, 1962, an
adjourned special meeting~of the council of the village of Richfield was held
Mondaq, October 1, 1962 at 7.010 P.M.
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, Schultz, Shields and Olson.
Absents None.
Proposed Bond Said
A special section of the bond covenant for the proposed October 24th Bond
Sale was read explaining the special provisions of pledging of water revenues
for the payment of principal and interest on the general obligation bonds and
the village share of special assessment improvement bonds,
Motion by Schultz,. seconded by Shields, that the council approve this for
the bond circular in the proposed water bond issues. .A,il ayes - carried.
1963 Budget m Salaries
The question of salaries was discussed by departments-and division, the
manager stating that a proposed salary increase was figured on the basis of
$13.Ot3 "across. the board°! increase with some exceptions for certain position
adjustments, and the positions exempt from the personnel ordinance which are
handled independently.
Motion by Schultz, seconded by Jacobsen, that the proposed salaries for the
executive department be approved. Ali ayes - carried.
Motion by Schultz9 seconded by Jacobsen, that the proposed salaries for the
clerk treasurer department be approved. Ali ayes - carried,

the ass~esaor's division be approved with the provision that the deputy
ass~essnr be raised $41.50 on January 1st, 1963 and $41.50 on June 1, 1963
to $450.00 per month. All ayes ~- carried.
Motion by Schultz, seconded by Jacobsen, that the proposed salaries for
municipal buildings: be approved. t~~21 ayes -carried.
Chief Johnson and Robert Steverr~ represented the Aichf ie id Police tAf fi~-
cers' Federation, and several policemen appeared in interest.
Bob Stevens, as representative, stated that the policemen did not favor
hospitalization being deducted from salaries if the village participated in
a hospitalization prosram. The co~xncii stated that they intended to discuss;
hospitalization to include all employees of the village.
Motion by Anderson, seconded hp Jacobsen, that the council approve the
recommended budget for the police department with the exception that the
chief •s salary be set at $72.5.00 per month and this motion to approve the
five new positions and two promotions as recommended by the manager, All
ales m carried.
A discussion was held on the budget of the fire department, A clothing
allowance was established at '$3.5.00 per month. The salary of the chief wa~fi
set to correspond with the police chief's at $725.00, and five new positions
were discussed. Paul Kaiser represented the International Pire Fighters'
Association and opposed hospitalization on a compulsory basis because they
did not want to lose their present policy. They also requested a 5% salary
increase. Curt Bernstein was questioned on the need of five new positions
and he stated that it would be necessary to have 8 men on a shift with extra
help necessary with fire fighting from water hgdrants.
Mohan by Schultz, seconded by Jacobsen, that the council approve the re-

commended salaries of the inspection department. Ali ayes - carried.
Motion by Anderson, seconded by Schultz, that the council approve the re-
commendations of the engineering department, All ayes - carried.
In discussd.ng the street department Bridget, Larkin McLellan appeared
and requested $2.00 per month more for the public works maintenance. men and
maintenance equipment operatorsp $4.~Q more for the street foremen and an ina
crease for the sewer maintenance men to he higher than public works maintenance
men. He also requested village rrarta~c:ipation in an insurance program and stated
that the membexs did not want to be covered by any other than the present $25.00
deductible policy,
Motion by Schultz, seconded by Shields, that the council approve the recom-
mended salaries for the street department with the street superintendent set
at a monthly salary of $675.00.

Motion by Schultz, seconded by Anderson, that the council accept the recoma
mended salary for civil defense position of clerk-typist. x411 ayes -~ carried.
Motion by Anderson, seconded by Jacobsen, that the recommended salary be
approved for the sanitarian. Ali ayes - carried.
Motion by Schultz, seconded by Jacobsen, that the recommended salary be ap-
prived in the billing section of the sewer operating division. A11 ayes -~ carried,
Motion by Jacobsen, seconded by Anderson, that the council approve the re-
commended salaries:. of the maintenance sPCtion of the sewer operating division.
Ail ayes m carried.
In discussing the recommended salaries for liquor store, the accounting clerk
position is to be reclassified and set at a monthly salary of $400.00,
Motion by Jacobsen, seconded by Anderson, that the recommended salaries of

the Lyndale liquor store be approved with the reclassification of the ac-
counting clerk at $400.00. All ayPS - carried.
Motion by Jacobsen, seconded by Schultz, that the council approve the
recommended salaries of the Cedar Ave. liquor store with the reclassif ic~-
flop of the accounting clerk at a salary of $400.00. ~l11 ayes - carried.
~ discussion was held on the proposed salaries of the water maintenance
section to include five new positions, two positions of combined water main-
tenance and meter reacting with salaries to correspond with the sewer main-
tenance position. The new~nos3t~.on of water plant operator was discussed
with the salary to be set at $600.00 - $650.00. The position of water ftf.re-
man was discussed and the salary was to he the saeme as the street and sewer
foremen at $574.00 -$6(14.04. The position of the water superintendent was;
discussed with salary to he at $700.00 to $735.00.
Councilman Schultz also called for a discussion on the merits of establish-
ing a separate department of utilities, and it was agreed that there should be
a division on water works under Public latorks Dept, as opposed to making it a
separate department.
Motion by 5chultz9 seconded by Jacobsen,. that the council approve the n~roa
positions as stated above, with the cost of the water plant operator to be
charged as a cost of the plant until its completion. All ayes - carried.
In the discussion of the swimming pool, Jacobsen suggested that some leaf-
let explaining the necessity of licensing and safeguarding bikes- be inserted
with the pool applications when then s.re sent out with the homestead applications.
Motion by Schultz, seconded by Anderson, that the council approve the re-
commended salaries on the swimming pool, All ayes - carried,
In the discussion of the exempt positions the recommended salaries; were
approved with the exception of clerk of court, engineer and manager.

The position of fudge at $600.00 per month was approved, contingent upon
approval of the legislature.
Motion by Anderson, seconded by Schultz, that the council. approve the
salary of clerk of court at $525,00 per month. All ayes -~ carried.
Motion by Schultz, seconded by Shields, that the salary be approved for
the engineer at $10,000.00. A11 ayes -carried.
Motion by Schultzt seconded by Shields, that the manager's salary of
$15,000.00 be approved.
Poll of votes: Ayes - Jacobsen, Schultz, Shields. Nays - Anderson argil
Olson. Absent - none. Carried.
Motion by Jacobsen, seconded by Schultz, that the council approve the
recommended amount for temporary and over-time salaries. All ayes - carried.
A discussion of the proposed budget for capital outlay was held. Motion
by Schultz, seconded by Jacobsen, that the council approve the manager's re-
commendation for office furniture and equipment. Ail ayes - carried.
Motion by Jacobsen, seconded by Schultz, that the council approve the
manager's recommendation for motor vehicles, All ayes - carried.
Motion by Schultz, seconded by Jacobsen, that the council. approve the
manager's recommendation for other equipment. A11 ayes -carried.
The capital outlay for park and self-supporting funds was approved as
recommended by the manager with the exception of water hookup for Cedar Ave.
store.
Revenues were approved as recommended with the minor changes anticipated
to have little change on the amount of ad valorem tic levy.
Motion by Jacobsen, seconded by Anderson, that the meeting be adjourned. Carried.
