The meeting was called to order by Mayor Olson. Present: Anderson, Jacobsen, Schultz, Shields and Oisone In the absence of Pastor M, Frederking, Berea Luth. Robert Reller, applicant, appeared with Mr. Ring, general- contractor, Wm. Gerald Prisctx, attorney, represented the applicant, Wm. Naidaitch's son also appeared. Motion by Schultz, seconded by Jacobsen, that the special use and commercial building permit of Wm. Donald Lawrence represented the V,F.W,, stating the purpose of their organization and presented plans for a clubhouse. Mayor 01son read letters from Mr. !~ A4rs. Wm. Weyer and 66th & Lyndale businessmen. Motion by Olson' seconded try Jacobsen, that the letters read by Mayor Olson be accepted and filed. Ali ayes -carried. Bottle Club License Kenneth Richardson appeared representing Veterans of Foreign Wars who had submitted a letter dated August 10, 1962 requesting a bottle club license for the V,F.~~1. Mayor Olson felt that bottle club licenses should be given only to service clubs who had established themselves in Richf field for five years or more. Motion by Schultz, seconded by Jacobsen, that the council set a policy that consideration of the hearing of bottle club licenses be only to ser- vice clubs and those who have established themselves in Richfield for five years. Bids -Basketball Court Surfacing Motion by Jacobsen, seconded by Shields, that the minutes of the bid- -14- Aug. 13, 1962 opening on basketball court surfacing, August 8, 1962, be approved. Motion by Schultz, seconded by Shields, that the bid we awarded to the low bidder, Bituminous Roadways, at $3,352.30 as recommended by the manager. All ayes -carried. 34.
