Regular Meeting
June 11, 1962
The council of the Village of Richf field met in regu~.ar session,
Mondays June 11, 1962, in the council chambers of the Village Hall, 6700
Portland. Ave, at 7;00 P.M.
The meeting was called to order by Acting Mayor Shields.
Present: Anderson, Jacobsen, Schultz and Shields,
Absent: Olson {On vacation
Rev. Harvey A, Childress, Church of Christ, gave the invocation.
1. Minutes
Motion by Jacobsen, seconded by Shields, that the minutes of the
regular meeting of May 28, 1962, and the special meeting of June 4, 1962
be approved. All ayes ., carried',

4. Bids m Deep 'Dell Turbine Pump
Motion by Schultz, seconded by Anderson, that minutes of the bidet
opening for deep well turbine pump be approved. All ayes ~. carried. C=6839

McCarthy Well Co. of $4098.00 be accepted as recommended by the mana-

5. Bids -Patrol Cars
Motion by Schultz, seconded by ~Snderson, that the minutes of the
bid-opening on patrol cars dated June 7, 1962, be approved. All ayes -

The manager presented a tabulation of bids together with his recam-
mendation for award.
Motion by Jacobsen, seconded by Schultz, that the low bid of Huil-
Dobbs of $6623,32 be accepted as recommended by the manager. All ayes -
carried.
6. Petition to Rezone Property - Portland & 76th St.
Pf letter was read from A. G. Bogen, dated June 1, 1962, requesting
a deferral of his request to rezone property on the west side of Portland
Ave. from 76th St. to 77th St., which matter had been deferred from the
meeting of May 28ths
Motion by Anderson, seconded by Jacobsen, that the request of A. G.

7. Hearing - Special Use Permit - 7721-33 Emerson Ave. & 1100-12 1tA. 78th St.
It being ?:15 P.M. Acting Mayor Shields called for the hearing on
the application of Gilliam Naiditch and read the notice of hearing.
The son of TNilliam Naiditch appeared. Irving Sunn, attorney, repre-
seated the applicant. No persons appeared in opposition,
A discussion was held on the proposed apartments. It was stated by
the attorney that he had made the application in error by submitting the
number of apartment!~units in each building to be different,
Motion by Schultz, seconded by Jacobsen,. that the hearing be closed.

Motion by Schultz, seconded by Jacobsen, that the council authorize
the clerk to set date of hearing for a new application of Wm. Naiditch,
455 Rice St., Ste Paul for a special use permit at 7721 and 7733 Emerson
Ave. and 1100 and 1112 cif. 78th St. for three 17-unit and one 13 unit
apartment buildings; hearing to be June 25, 1962. All ayes - carried.

It being 7:15 P.M., Acting Mayor Shields called for the hearing on
the application of Jim Lee for a zoning variation at 7044 14th Ave. S. and
read the notice of hearing.

Acting Mayor Shields, called for the hearing on Village Project
Nos. 444B and 444L, which hearing had been deferred from the meeting of
May 28th.

as such.
Mrs. Wachter, 1615 '~U. 66th St., requested a dry wall.

Charles Winn, 6945 Grand Ave., and four other property owners in
that area opposed sidewalks on the same basis as. Mr. Cenadon, above.
Don Richmean, 6817 Grand Ave., thought Harriet Ave. would be a
better street than Grand.

11. Request to Reconsider Street Grading - Mildred Ave.
A letter was read from A. G. Bogen dated June 1, 1962, requesting

that the council reconsider the grading on 63rd and Bryant, 63rd and
Colfax and on Mildred Avea which connects Colfax and Bryant on June
25th or July 8th, which matter had been denied by the council on May
28, 1962,
A. G, Bogen appeared in support of his request,

~ letter dated June 5, 19~~', was read from attorney C. L. LeFevere
in which he presented an opinion that the council lacked authority to
issue a permit for the construction of an industrial building in a gener~
al commercial district such as this proposed buildings
Motion by Jacobsen, seconded by Schultz, that the council deny the
request of Gm B. Strom, 6617 Humboldt Ave. S,, for a commercial building
permit to construct a building at 717'U0. 65th St. All ayes ~ carried.

15. Letter on Sunday Closing
Sam Rutman, owner of the Lyndale Fruit and Vegetable Market,
6412 Lyndale Ave., appeared regarding the Sunday closing ordinance.
It was agreed that an amendment should be made to the Sunday
elosing ordinance covering the sale of fruits, vegetables and plants
in a place exclusively for sale of such, but that the sale of firewood
on Sunday was prohibited.
