Special Meeting
June 4, 1962.
In accordance with action taken at the meeting of May 28, 1962, the
council of the Village of Richf field met in special session, Monday, June
4, 1962, at 7:00 P.M. in the Community Room of the Richfield Library.
The meeting was called to order by Mayor Olson for the purpose of
discussing the-pros and cons of adding fluorides to municipal water.
Present: Anderson, Jacobsen, Schultz, Shields and Olson.
Absent m none.
Mrs. Betty Carr, 6633 Lynwood Blvd., represented the proponents on
fluoridation who were heard first.
A statement favoring fluoridation of water signed by 35 doctors and
dentists previously presented by Mrs. Carr was read by the mayor.
Dr. Jordan appeared speaking for the Minnesota Dept. of Health, re-
commended the addition of fluorides to the water.
Dr. Leon Singer, Associate Professor, University of Minnesota School
of Medicine and Professor of Dentistry, recommended fluoridation. He pre-
sented statistics regarding the use of fluorides throughout the country
where one out of three people in Minnesota drink fluoridated water, and
the national average being one out of four. He stated that fluoride as an
ion was defined as the element being added to the water as opposed to f lu-
Drina which is a gas.

Clinton Hess, 2020 1~9. 68th. St., spoke as opponent and as a private
citizen, asking that the council show cause for support of fluoridation.
Dr. Charles Bxecke, 6719 1st Ave. S., dentist, spoke against its and
said that many cities including Austin, Minn. have abandoned the use of
fluorides in drinking water.
The following persons spoke against the fluoridation of water.

Sheldon Emery presented sworn document to the council regarding fluor

oxidation and communism.
The meeting recessed fox 5 minutes. The council reconvened with all
members present. .
Rebuttal fox Opponents
Clint Hess spoke in rebuttal, questioning lack of control of use of
fluorides leads to unsafe use..
Bob Gordon spoke fox fluoridation.
Mr. Lundquist spoke giving his personal view favoring water but
against fluoridation,
Rebuttal for Proponents
Dx. Jordan spoke and ea~plained methods of tooth decay--bacteria
feeding on sugars, turning them to acid that cause tooth decay.
Jim Lee spoke against bringing the question to a vote.
Dx.~Singer spoke on scientif is aspects of bodily effects from
fluoride.
Mayor Olson called fox a head counts 40 in favor, 20 opposed.
Mr. Hess made a closing remark asking that an alternative Tae used.

Motion by Schultz, seconded by Jacobsen, that the hearing be closed.
All ayes - carried.
Motion by Schultz, seconded by Shields, that the council reaffirm its
intent to add fluoride to municipal water.°'
Mayor Olson made the statement, "That he was in favor of f luoridation,
but that the matter be decided by the council of ter an advisory vote of
the people.
Poll of vote: ayes -Anderson, Jacobsen, Schultz and Shields. Nays -
Olson. Absent - none. Carried.
The council individually thanked Dr. Jordan and Dr. Singer and the
citizens of the village for their participation in the matter of fluorida-
tion.
Motion by Jacobsen, seconded by Anderson, that the meeting be ad-
journed. All ayes - carried.
