The meeting was called to order by Mayor Olson. Present: Anderson, Jacobsen, Schultz, Shields and Olson. Absent: None. Pastor J. H, Long ley, Emerson Congregational.Church, gave the invocam tion. 1. A discussion took place on the assessment ratio on sidewalks; how sidewalks were initiated, and reason for choosing locations for sidewalks. Motion by Schultz, seconded by Shields, that it be the policy of the council that all sid~waik improvements for the year 1962 be as~es~ed at the rate of 80% for the village and 20% for abutting property. Proposed Study of Sewer Rates The matter of a proposed study of sewer service rates was considered, which matter had been deferred from the meeting of May 14th, Mrs. Charles Carr, 6633 T;yndwood Blvd., appeared. After some discussion a motion was made by Schultz, seconded by Shields, that the Village of Richf field expend $480,00 to band together with other communities in a study of sewer service rates charged by the City of Minneapolis. All ayes - carried. 22. Petition to Instigate Rezoning of Property in area of 5th Ave.& Portland Motion by Schultz, seconded by Anderson, that the letter from A. G. Bogen Co. requesting the council to instigate rezoning of property in the area of 5th Ave. and Portland Ave. from 76th to 77th Streets. be deferred until June 11th. All ayes - carried. 23. Letter--Req~xting Permission to Park Motion by Anderson, seconded by Jacobsen, that the request of L. M. Ecklund, 6404 Standish Ave. to park his truck on his property at 6404 Standish Ave. be granted for a period of six months. All ayes -carried. 24. Request for Hearing on Fluoridation Mr. Clinton T~. Hess, 2020 1N. 68th St., appeared supporting his written request for a hearing on the fluoridation of water in the village. Mr. Riley spoke. Motion by Schultz, seconded by Shields, that the hearing be set for Monday, June 4th, at 7000 P.M, in the community room at the Richfield Library. All ayes - carried. 25. Report on T~Teed Bradication -- Legi®n and i+Vood Lakes t~ report from the manager on the eradication of weeds in the Legion and Wood Lake areas was presented, dated May 22, 1962, including an esti- ®14- May 28, 1962 mate of $6900.00 total for the project. Motion by Jacobsen, seconded by Anderson, that the report of the mana® ger on the eradication of weeds in the Legion and 1~1ood Lake areas be ~- cepted and filed, and that authorization be given to set up specif ications and call for bids on the project, to be paid for out of the Public ~fiorks Reserve Fund. A report was presented from the chief inspector as to wells in the area of Morgan eve., 64th to 66th, dated May 23, 1962.
