Regular Meeting
March 26, 1962
The council of the Village of Richf ieid met in regular session, Monday,
March 26, 1962, in the council chambers of the Village Haii, 6700 Portland
Ave.,. at 7:00 P.M.
The meeting was called to order by Mayor Olson.
Present: Anderson, Jacobsen, 5chuitz, Shields and Olson.
Absent: None.
Pastor Robert Chalstrom, House of Prayer Lutheran Church, gave the
invocation.
1, Minute
Motion by Jacobsen, seconded by Anderson, that the minutes for the regu-
lar meeting of March 12, 1962 be approved. Ali ayes -carried.
2. Reports

Motion by Shields, seconded by Schultz, that the following report be
accepted and filed:

3. Set Date of Hearing - Special Use Permit - 1501 E. 77th St.
Motion by Schultz, seconded by Shields, that the council authorize the
clerk to advertise a hearing on the application of M. Richard Walsh for a
special use permit at 1501 E. 77th 5t.; hearing to be April 9, 1962. Ali

Motion by Shields, seconded by Jacobsen, that the council authorize
the clerk to advertise a hearing on the application of Dietrich-Francis Co.
for an apartment use permit at 500-5].2 8. 73rd St.; hearing to be April 9,
1962. All ayes - carried.
6. R.R.W. Commission Notice
Motion by Anderson, seconded by Jacobsen, that the notice from the
Railroad & Warehouse Commission dated March 7, 1962 relative to rate in-
creases be accepted and filed. Ali ayes - carried. C-6758
7. Petition to Eliminate Water Lateral Stubs
8. 5. Stiles, petitioner, appeared.
Motion by Shields, seconded by Anderson, that the petition for consi~
deration to eliminate house service stubs on Bmerson Ave. between 64th
and 65th Sts. be deferred until the meeting of April 9th. Aii ayes -
carried.
8. Bids -Water Lateral Improvement -Village Project #441
Motion vy Schultz, seconded by Jacobsen, that the minutes of the bid-
opening on Water Lateral Improvement, March 23, 1962, be approved. Ail

The acting manager presented a tabulation of bids together with re-
commendation to accept the low bid of Orfei & Sons, Inc.

9. Hearing - Rezoning - 2401 W. 66th St.
It being ?:15 P.M. Mayor Olson called for the hearing on the applica-
tion of Wal-Don Builders for rezoning of property 'known as 2401 W. 66th St.
and read the notice of hearing.
Don Balmer appeared representing Wa1-Don Builders, applicants.
B, McCandless, Jr., 6613 Russeii Ave., appeared with questions.
Motion. by Schultz, seconded by Shields, that the hearing be closed.
Ail ayes -carried.
Motion by Schultz, seconded by Shields, that the council approve the
amendment to rezone Lot 1 and the E. 33 ft. of Lot 2, Block 2, Tingdale
Bros.. Lincoln Hills Add. with stipulation that an agreement be signed to
the effect that building be built as plans presented, and the area will
revert to former zoning if building is not constructed; the building is to
be one story with driveways and parking lot to be off Queen Ave. Ali ayes -
carried.

Motion by Schultz, seconded by Shields, that this constitute the first
reading of Bill No. 1962-4.

10. Hearing -Special Use Permit - 75th. 76th & Logan
It being ?:15 P.M. Mayor Olson called for the hearing on the applica-
ti on of The Allied Central Stores, Tnc. for a special use permit at 75th
St. to ?6th St., Logan Ave. to 359J and read the notice of hearing.
Paul J. Schwartz and Mr. Stageberg, architect, appeared for the appii-
cants.
Tom Levitt, attorney, represented homeowners in the area and presented
a remonstrance petition containing 160 names, and read reasons for object-
ing to the special use permit.
Motion by Olson, seconded by Schultz, that the remonstrance petition
containing 160 names be accepted and filed. All ayes -carried. C-6?62
Mr. Schwartz said he was acquiring the Skundberg property also and
that he would jointly own and operate these apartments.
Wm. R. Moore, ?500 Logan Ave. objected to the traffic increase such a
development would create.
Larry Zierhut, 7504 Logan Ave. appeared in opposition, as did John R.
Simacek, 7538 Log an Ave.
Approximately 25 persons appeared in interest.
Motion by Shields, seconded by Schultz, that the hearing be closed.

Motion by Shields, seconded by Schultz, that the council deny the ap-
placation of The Allied Central Store, Inc. for a special use permit on
the Donaldson Property (75th to ?6th St., Logan Ave. to 35w).

Nays - none. Absent - none. Carried.

Motion by Anderson, seconded by Jacobsen, that the minutes of the bid-
opening, March 26, 1962, on planting of trees in the viila.ge, be approved.

The acting manager presented a tabulation of bids together with his
recommendation for award.
Motion by Anderson, seconded by Jacobsen, that the low bid of Landey's
Nursery for $10,350.00 be accepted as recommended by the acting manager.

13. Bids - Tree Trimming_
Motion by Schultz, seconded by Shields, that the minutes of the bid-
opening, March Z6, 1962, on trimming o£ trees be approved. Aii ayes -

The acting manager presented a tabulation of bids together with his re-
commendation for award.
Mr. Huber appeared and a discussion was held on awarding the tree trim-
ming contract for a more favorable completion time.
Motion by Shields, seconded by Schultz, that the low bid of Huber Tree
Service for $4050.00, be accepted as recommended by the acting manager. Ali
ayes - carried.

Motion by Schultz, seconded by Shields, that the minutes of the bid-
opening, March 16, 1962, on front end loader, be approved. Ali ayes - carried.

Mr. Nelson of Ormes Equipment Co. appeared.
Motion by Schultz, seconded by Shields, that the low bid of Ormes Equip-
ant Co. of $11,595.00 be accepted as recommended by the acting manager. All
ayes - carried.
15. Bids -Statutory Legal Liquor Liability Insurance
Motion by Schultz, seconded by Anderson, that the minutes of the bid-
opening, March 22, 1962, on statutory legal liability insurance be approved.

Mr. Feterson appeared representing Random Insurance Co.
V. M. Nagel represented Carr-Preuse Agency.
The acting manager presented a tabulation o£ bids.
Motion by Anderson, seconded by Shields, that the bid of Mutual General
Agency be accepted as the lowest responsible bidder. All ayes - Carried.
Councilman Anderson was excused from the meeting.
16. Bids - Elevated Water Tank, Village Project #1447
Motion.by Schultz, seconded by Anderson, that the minutes of bid-
opening on an elevated water tank for the village be approved. Ail ayes -

Mr, Simmons was present representing Chicago Bridge & Iron Co.
Harvey Chapman presented an idea for a restaurant type tower.
Motion bq Schultz, seconded by Shields, that inasmuch as the Chicago
Bridge and Iron Works is the lowest responsible bidder, it is the intention
of the council to award them the bid if such award is to be made within the
next three weeks without advertisement, and on the basis of the alternate
bid at $186,700.00 plus the Cathodic Protection of $1,675.00, and option for
painting of $1,170.00 for a total of $188,375,00.

17. Lettexs - Orr-Schelen. Inc.
Mayor Olson read a letter from Orr-Schelen, Inc., dated March 14, 1962,
in which they requested to renegotiate a contract with the village on the
planning of storm sewers.
Motion by Schultz, seconded by Jacobsen, that the council instruct the
manager to submit a f ee recommendation for renegotiation in connection with
the planning of storm sewers for the village, Ail ayes - carried.
Mayor Olson presented a letter from Orr-Schelen, Inc,, dated March 14,
1962 together with a bill for service in connection with the abandoned pia.ns
of a zeolite water sof tening plant in the village. A discussion was held.
Motion by Shields, seconded by Schultz, that the council authorize the
payment of the remittance of Orr-Schelen, Inc, on abandoned plans for the
sof tening plant in the amount of $3,649.58,

Motion by Schultz, seconded by Jacobsen, that the consideration of the
balance of the 1962 public works improvement program be deferred until a
later time. Ali ayes - carried.
Motion by Schultz, seconded by Jacobsen, that the council approve the
public works program to the extent of contracts awarded on trees to be paid
by transfer of monies from the Public Works Reserve fund. Ali apes - carried.

Councilman Schultz brought up the question of supervision of Mantoux
Tests in schools by health officer. The manager was instructed to look
into this question.

Councilman Jacobsen complimented Harveq Chapman for his interest in the
water tower views he presented.
26. Basement Plooding

was- to investigate.
