Regular Meeting
February 26, 1962
The council of the Village of Richfield met in regular session, Mon-
day, February 26, 1962, in the council chambers of the Village Hall, 6700
Portland Ave. at 7:00 P.A4.
The meeting was called to order by Mayor Olson.
Present: Jacobsen, Schultz, Shields and Clson.
Absent: Anderson (ill in hospital).
Rev. Vern Lake, Baptist Church of our Saviour, gave the invocation.
1. Minutes
Motion by Shields, seconded by Jacobsen, that minutes of the regular
meeting of February 13, 1962 be approved. Ail ayes - carried.
2. Reports
Motion by Shields, seconded by Jacobsen, that the following reports
be accepted and filed;

3. Set Date of Bearing -Special Use Permit - 75th ~. Logan
Motion by Shields, seconded by Schultz, that the council authorize
the clerk to advertise a hearing on the application for a special use
permit for apartment buildings at 75 ;th to 76th St., Logan Ave. to ~Iighway

~. Call for Bids -Liquor Legal Liabili Ins,
Motion by Schultz, seconded by Shields, that the council authorize
the clerk to advertise a call for bids on statutory liquor legal liability
insurance; bids to be opened March 22, 1962. All ayes -carried.

opening of February 8, 1962 on a pneumatic tire front end shovel tractor

Motion by Schultze seconded by 5hields~ that the council reject all
bids on the shovel loader and authorize the clerk to readvertise for bids
to be opened on March 16, 1962. Ali ayes - carried,
Motion by Oison~ seconded by Schultz, that the letter from Pettibone
Minnesota Cotp• dated February 26, 1962 be accepted and filed. All ayes -

6. Repost - Apartment Vacancy Survey
Motion by.Schultz~ seconded by Jacobsen, that the council accept the
repost from the inspection department dated Peb. 21, 1962 on a survey of
apartment vacancies in the village showing 5~ vacancy. All ayes - carried.

Motion by Jacobsen, seconded by Schultze that the council approve
the payment of 1962 dues to the Iennepin County League of Towns ~,A4unici-
palities, the manager to write a letter informing them of the Rich.f field
council's participation.

It being 7615 P.M, Mayor Olson called for the hearing on the appli-
cation of Inland Puilders Corp. for apartment use permit and read the
notice of hearing ,

apartment building permit by In].and'Builders Corp,, 6634 Penn Ave. S., be
deferred until March 12, 1962 inasmuch as the applicant did not appear.

9. Hearing -Annual Street Oiling Program - V.P. #442

It being 7x15 P.M. Mayor Olson called for the hearing on Village
Project No. 442 (Oiling Program) and read the notice of hearing.
No persons appeared in opposition.
Motion by Schultz, seconded by Shields, that the hearing be closed.

A discussion was held on the acquisition of park property on Woodlake
and Legion Lake areas. The manager was instructed to drauv~up a list of
possible acquisitions to be presented in the 19b2 public works budget.
18. Resdind Action on Air-Raid Sirens
Motion by Jacobsen, seconded by Schultz, that the action of the council
on January 8, 1962 relative to the awarding of a contract to Lehn Electric
Co. for air-raid sirens be rescinded. All ayes -~ Carried.
19. Estimates
Motion by Shields, seconded by Jacobsen, that the following estimate
be allowed:
