10. Presentation of Picture to Library
Roder Peterson presented a picture of President J. F. gennedy to the
council for display in the Richfield Library. Mrs. Coleman and Ted Spernick
also presented the picture.
Motion by geldsen, seconded by Schultz, that the council accept the
picture of President gennedy on behalf of the village. All ayes carried.

Motion by Schultz, seconded by Serstock, that the high bid of Norman
Finstrom,-3601 1st Ave.-S., for $176.00 be accepted and that if the build
ing is not moved by January 1, 1962, it would be burned by the fire depart-
ment. All ayes - carried.
17, Hearing = Amendment to Pilling Station Ordinance
It being ?:15 P.M. Mayor Keldsen called for the hearing on the amendm
went to the Ordinance No.-2.03 relative to filling stations and read the
notice of hearing.
Robert Thornberg, executive secretary of the State Petroleum Council
presented objections.
Mr. Weiner represented Mrs. Cossack and property at ?600 Logan Ave., re-
questing clarification on the def inition of public assemblage for purposes of
the proposed ordinance. The attorney stated that this was not changed under the
proposed ordinance but remains as in present ordinance.
Motion by Anderson, seconded by Shields, that action on this amendment
to Ordinance No, 2,03 relative to filling stations (Bill No. 62m13) be de~
ferred until December 11, 1961 to permit the manager, the engineer and the at®
torney to ~go over details .with interested persons. Ail ayes o carried.
18. Hearing =Amendment to Ordinance on Taxi=gabs
It being 7:15 P,M. Mayor Keldsen called for the hearing on the amendment
to Ordinance No. 3.09 Ctaxi-cabs) and read the notice of hearing.

George Holter, 6424 Emerson Ave. S., stated reasons why he wished the
cabs to be increased in number and stated that he felt the present licensing
created a monopolistic situation,
John McBasy represented Yellow Cab Co. defending any charge of a present
monopoly, stating that he felt no additional permits were needed.
The attorney stated that the right to license cabs was a police power
and would be basis for limiting the number of cab licenses.
Jack Daley of Minneapolis Yellow Cab Co. stated that most cabs are on
the streets when drivers are available,
Miss Plankton, 82nd & 3sd Ave., requested additional c abs.
Robert Kischner, 7714 ThomasAve. S., spoke against additional licenses.
Motion by Serstock, seconded by Schultz, that the hearing by closed.

Councilman Anderson spoke of having 20 cabs to provide an opening for
another company,

It being 7:15 P.M. Mayor geldsen called for the hearing on. the applicam
tion of Clark Oil & Refining Corp., for a special use permit at 6244 Penn
Avev and read the notice of hearing,
Desmond Pratt, attorney for Clarke Oil & Refining Co., stated that his
company was not in favor of holding off his permit until after the ordinance
is passed, which was legislating against the application filed about a year
ago.
Motion by geldsen, seconded by Schultz, that the application of Clark
Oil & Ref fining Corp., 8530 ~1. National Ave., Milwaukee, Wis., for a special
use permit for a gasoline service station at 6244 Penn Ave. 5. be deferred
until December 11, 1961. All ayes _ carried.

It being 7:15 P.M. Mayor geldsen called for the hearing on the applica-

Councilman Anderson requested a check into whether the width of the halim

Mayor Keldsen presented a Certificate of Award to George Brening,
retired police officer for outstanding service.

The manager presented an area study of where a community planner could
be of use.
Councilman Schultz suggested having a joint meeting of the council and
Long Range Planning Commission on the question of a community planner immed-
lately following the December 11th meeting at 8:30 P ~.

C. After studying the plans as presented, the council agreed that Orr-Schelen,
Incs should proceed on Plan "B" basis for a treatment plan for the Village of
Richfield.
45® Completion of Kitchen Plans in Library
Councilman Schultz requested information on the proposed cost of com-
pleting.the kitchen on the ground floor of the new library. The manager re®
ported a total of $15,000.00 would be necessary. Donations are acceptable with
chairs and tables being the most useful items at this time at an additional
cost of $3500.00.
46. VPater Planning. Loan
Mr. LeFevere was asked to give details on the H.H.F.A. loan on water
planning. An advance was Furnished the village several years ago for the

Motion by Schultz, seconded by Serstock, that Mayor geldsen be author-
ized to go to Washington, D. C, to make inquiry in the same manner as was
done on the similar sewer plans to determine what liability the village was
