It being 7x15 P.M. Mayor Reldsen called for the hearing on the applica-
tion of Socony Mobil 031 Co., 84 S. 6th St., fora special use permit to lo-
cats a gasoline service station at 2816 W. 66th St. and read the notice of
hearing.
The attorney presented a report on practices of other communities.
A:otion by Reldsen, seconded by Serstock, that the council defer the hear-
ing on this special use permit at 2816 W. 66th St. to October 23, 1961, pend-
ing the drawing of an ordinance by the village attorney. Applications can
presenteq be accepted with final action only after ordinance is adopted and

bring in recommendation as to possibilities of rezoning this area to multiple

it being 7:15 P,M, Mayor Keldsen called for the hearing on the application
of Sanders M, Ackerberg, 1216 Nicollet Ave,, for an apartment use permit on
the 6400 Block on Queen Ave. S, and read the notice of hearing,
Mr, Brill, attorney, appeared representing the applicant who also ap-
geared,
A ttorneq LeFevere commented on points of a letter presented by Murray
Schaetzel,
Allan Stiegler, attorney, representing Property Mana.geffient Co, (Adolph
Fine) appeared and requested that Queen Ave, be developed,
Murray 5chaetzel presented a petition containing 84% of property owners
objecting to this project, several of whom appeared,
Mrs. Conry questioned whether the letter of Ward Lewis had been received
by the council,
Mr, Brill stated that the petition does not contain objections and thus
is the type anyone would sign,
' Motion by Serstock, seconded by Shields, that the petition signed by 84%
of property owners objecting to the apartment use development be accepted and
filed, All ayes - carried,
Mrs, Conrq stated that they planned to expand the Tobin Arp building and
would need the street areas
The meeting recessed for five minutes. The meeting reconvened with ail present,
Mr, Brill stated that the only reasonable buffer would be the apartment
development or comdemn it for park purposes, The manager stated that a park
study showed that the area is too small for park purposes,

Mrs, Herman, 6401 Oliver Ave., appeared in opposition,
Motion by Schultz, seconded by Shields, that the hearing be closed. A11
ayes - carried,
Councilman Schultz offered the following as the council's objections:
Queen Ave. needs to be constructed; development of these apartments will de-
value the property to the west and in the general area; project does not com-
ply with the intent that-there should be proper front and back yards; doesn't
complq with group housing requirement of three acres.
Mayor Keidsen ackled that the proposed development was probably the best
to be expected under the circumstances.
Councilman Serstock felt that it was not nedessary to state objections to
a particular situation.
Motion by Schultz, seconded by Anderson, that the application of Sanders
A4. Ackerberg, 1216 Nicollet Ave., for an apartment use permit in the 6400 block
on Queen Ave. be denied.

15. Hearing - Apartment Use Permit - 918-928 Rae Drive
Yt being 7:15 P.M. Mayor Keldsen called for the hearing on the applica-
tion of Earl Du Presne for an apartment use permit at 918-928 Rae Drive and
read the notice of hearing.
Earl Du Fresne appeared as applicant also requesting dredging of area from
65th St. to school board property to make a-lake shore.
No persons appeared in opposition.

It being 7:15 P,M, Mayor Keldsen called for the hearing on the application
of C, B. Adams, 6336 Lyndale Ave. for a preliminary plat and read the notice
of hearing,
Motion by Serstock, seconded by Shields, that the council grant tentative
approval to the preliminary plat of Adams Addition (South of 63rd 5t. adjacent
to Aldrich Ave, extended) as per sketch presented at the meeting. Ali ayes -
carried.

It being 7:15 P.M, Mayor Keldsen called for the hearing on the proposed

pavement was not being assessed.

It being ?:15 P.M. Mayor Keldsen called for the hearing on the proposed
assessment of V. P. No. 407 and read the notice of hearing.
B. S. Stiles appeared in opposition on basis that the project was bad-
ly engineered.
Mr. McAndrews, 6435 Morgan Ave., questioned the forming of the district.
S. C. Thompson, 6438 Logan Ave., questioned his being assessed when he
has been assessed for three catch basins and objected.
Mrs. Herman, 6401 Oliver Ave., concurred in Stiles° opinion and objected
to pattern of drawing up of the assessment district,

Richard Zeemer, 6511 Irving Ave., objected to the fact that because of
elevation he should not be included. The village engineer was instructed to
run profiles on this question.
John Ziemer, 6431 Knox Ave., complained of grading.
Mrs. G, W. Reiland, 6414 James Ave., appeared in opposition.
Frank H. Stone,. 6445 Logan Ave., objected to fact he was told that
there was no further assessment when he paid his assessments in 1960.

The question was brought up of the raced-for an ordinance to control
the number of taxi cabs in the village. The attorney was instructed to draft
such an amendment for the next meeting.

and need for an ordinance to cover this, The manager reported that this is
in progress.
