The street department union representative Larkin McClellan appeared representing members of Internationar Union of Operating Engineers, Local x`49 which includes the street department, engineering and sewer departments with requests. Charles Swenson, union representative, also appeared. The union requests were as follows: The village make payment for hospitalization, change the light equipment operators tc $490.00; heavy equipment operators to 5540400, civil engineers to $586s00, engineer's aid #4 to $540.00. A discus- sion was held on these requests. Fire .'~epartment: The council objected to the negotiating part of the fire department that the residence requirement was a basis for wage negotiations on the premise that this was a condition for acceptance of the position and it is improperly used in the sense of the disadvantage or point in wage negotia- tions, The council stated that the clothing allowance was not intended to cover the entire cost of the clothing, but merely to take care of the above normal wear caused by unusual circumstances. The manager stated that his reason far the salary recommendation was an the basis position adjustments were fairly set last year, and that addi- tional increases should fail in line with the council feeling that further in- creases should be justified on the behalf of cost of living and be uniform. :'olice Department: The council also stated here that they fait the present ailowar.~;e was sufficient for the same reasons as given for the fire department, and therefore objected to the $100.00 per person clothing allowance request. The police chief, Johnson, was asked to give his opinion in which he felt that a 3'',lo increase should be satisfactory, and that under the circum- -3- Sept. 26, 1961 stances, overtime requests should be sufficient to take care of clerk-steno and police woman~heip. Street Departments Considerable discussi on was head on comparative wages of the street personnel with other suburbs, Minneapolis and the State of Minne- sota. In this discussion it was pointed out that salaries paid by the Village of Richfield were equal to or nearly equal to those of other suburbs, consider- ably higher than those paid by the State of Minnesota, but lower than paid by the City of Minneapolis or the County of Hennepin. It was the opinion of some members of the council that the wages paid by the Village of Richfield ~nereadequate for the particular type of positions. However, the mayor was' of the opinion that these salaries were not sufficient to enable a man to ad- equately support his family. In consideration of hospitalization, it was brought out that lla% is paid as a fringe benefit over and above salaries for retirement, and that any requests such as hospitalization in effect amounts to actual salary increases. If hospitalization is granted, it must be to all employees, no exceptions. Police Departments Motion by Reidsen that the council approve a 3% increase with salaries to be set at $530,00. Motion lost for the want of a second.
