09-19-1961 SpecialVILLAGE bF RICHFIELD Special Meeting Sept. 19, 1961 C1n due call and notice the council of the Village of Richfield met in special session in the village hall, 6700 Portland Ave., TuesdayR September 19, 1961 at 7:00 P.M. The meeting was called to order by Mayor Keldsen. Present: Anderson, Schultz, Serstock, Shields and Keldsen. (Anderson arrived late) Absents None. A discussion was held on other current expenses and on the capital out- lay part of the budget. Appropriations for mayor-council, executive, munici- pal court, elections, clerk-treasurer, assessor, legal services, were adopted as recommended bq the manager. ~`~otion by Keldsen, seconded by Schultz, that the $500.00 appropriation for professional planner ~ approved. Poll of votes: Ayes - Anderson; Schultz and Keldsen. Nays - Serstock and Shields. Carried, The appropriation for Long Range Planning, municipal buildings, police, fire, inspection and civil deferbse were approved as presented by the manager. Councilman Schultz brought up the question of 4°where is the village government to relocate in the event of an atomic attack'?°° The manager was instructed to get cost estimates on microfilming of present records and documents. The manager was also requested to ask the City of Minneapolis to review sewer service charges to the Village of Richfield. The balance of the budget on current expense as recommended by the Village A~tanager was adopted. A discussion was held on the capital autlay section of the budget. -2- Sept. 19, -1961 Motion by Shields, seconded by Reldsen, that the fire department's request for a refrigerator be approved. Poll of votes: Ayes -Shields and Keldsen. Nays - Anderson, Schultz, Serstock. Absent none. Motion lost. The manager was instructed to work out a solution for the police de- partment request of $200.00 for ventilating fan in the police department and a partition,to be presented at the next hearing. A discussion was held on a street sweeper. The manager was requested to get information for the next budget hearing. The manager also was requested to arrange a joint meeting sometime in dctober with the ao uncil and school board for the purpose of discussion on the recreational program in the use of the swimming pools A discussion was held on approving the fire department's request for a station wagon at $3500.00 with accessories in the amount of $775.00. Final action was deferred until the next budget hearings An additional 900 feet of 1~ inch fire house was approved. All other capital outlay items were approved as recommended bq the manager.
