The council of the Village of Richfield met in regular session in the
council chambers of the Village Hall, 6700 Portland Ave,, Monday, March 13,
1961 at 700 P,M,
The meeting was called to order by Mayor Keldsen®
Present: Anderson, Schultz, Serstock, Shields and Keldsen®
Absent: None
Rev, Warren Do Swanson, Bethany Covenant Church, gave the invocation,

Motion by Schultz, seconded by Serstock, that the minutes of the regular
meeting of February 27, 1961 be approved, All ayes - carried,

Motion by Shields, seconded by Schultz, that the following reports be
accepted and f sled:

3, Authorize Call for Bids m Insurance
Motion by Schultz, seconded by Shields, that the council authorize the
clerk to advertise for bids on statutory liquor liability insurance- bids to
be opened March 27, 1961, All ayes - carried,
4. Load.Limit for 1961
Motion by Schultz, seconded by Shields, that the council authorize the
posting of load limits on vehicles on village "streets effective March 15, 1961,
in accordance with the memorandum from the village engineer dated March 7,
1961, All ayes m carried®

5. Moving of House with Village
Motion by Shields, seconded by Schultz, that the council approve the
application of Wal -Don Builders, Inc., 6839 2nd Ave, S,, to move a building
from 6220 Nicollet Ave. to 6604 4th Ave, S. All ayes m carried. 06328
6, Bids m Planting of Boulevard Trees
Motion by Schultz, seconded by Shields, that the council approve the
minutes of the bid-opening, March 7, 1961, on the planting of boulevard
trees. All ayes ® carried. C ®6329
The manager presented a tabulation of bids together with his recommen-
dation for award.
Motion by Schultz,, seconded by Shields, that the council accept the
bid of Rosehill Nursery at $12,750,00 as the lowest responsible bidder meet-
ing specifications as recommended by the manager. All ayes ® carried.
7, Bids ® Spraying of Boulevard Trees
Motion by Schultz, seconded by Anderson, that the council approve the
minutes of the bid - opening, March 7, 1961 on the spraying of boulevard trees.
All ayes ® carried. C ®6330
The manager presented a tabulation of bids together with his recommenda-
tion for award.
Motion by Serstock, seconded by Anderson, that the council accept the
low bid of $3,900000 as recommended by the manager. All ayes m carried.
8. Sale of Gravel Pit
In- -reference to an inquiry by the Servu Realty Co., 9624 ]Lyndale Ave. S.,
dated February 27, 1961, the council was of the opinion that the Village of
Richfield would not be interested in selling the property known as the gravel
pit at 82nd and France Ave. at this time.

Motion by Schultz,, seconded by Anderson, that the council grant the commerci-
al building permit to Lyman L. Phelps, 5909 Dupont Ave. S. to construe one
17 -6nit apartment building at 6601 5th Ave. S. All ayes m carried, C-6331
Motion by Schultz,, seconded by Serstock,, that the council grant tenta-
tive approval to the off - street parking layout at 6601 5th Ave, S® All ayes-
carried.
10. Repair of Caterpillar Grader No. 27
Motion by Serstock, seconded by Keldsen, that the council approve the re-
quisition to repair the Caterpillar Grader No® 279 1950 model, for an amount
in excews of $1 ,,000.00,. All ayes - carriede

It being 7 :15 P,M, Mayor Keldsen called for the hearing on the applica-
tion of Dr. William D. Blaine,, 2215 W. 74th St, for a special use permit and
read the notice of hearing.
Dr. Blaine, applicant, appeared, No persons appeared in opposition.
Motion by Schultz, seconded by Anderson, that the hearing be closed.
All ayes m carried,
Motion by Schultz, seconded by Keldsen, that the council grant the
special use permit to Dr. William De Blaine, 2215 W. 74th St., to locate a
pet hospital at 6220 Cedar Ave. with the stipulation that no dogs or animals
are to be housed outside the building® ti ®6332,

quest for a charge in the layover of buses at 75th St, and Penn Ave. and
