After due call and notice the council of the Village of Richfield mot in
the council chambers of the Vi7.lage Ha119 Mondaya D®cember 19, 19608 at $000 PoMm
The meeting was called to order by Mayor Keldsen~
Presence Anderson9 Schult~~ Serstock~ Shields and Keldsen,
Absents None,
The purpose of the meeting was to discuss the municipal water system and
proposed franchise for Minneapolis Gas Coo
Mrs Kenxaeth T~do Persons Vice President and Manager of Suburban Division
and Ralph Lees attorneys for the Minneapolis Gas Company were present®
1B Discussion on Proposed Suburban Franchise
Z`he Mayor presented several points which he was in disagreem®nt with. and
which were discussed by representatives of the Minneapolis Gas Coa and the
councilo Other questions proposed by various members of the council9 both to
the representatives of the Minneapolis Gas Co, and to Clayton LeFevere~ as
attorney9 for the Suburban Gas Agencyo
Ray Wallentine~ 6238 Humboldt Ave,a represented a committee for fai.~° and
dust gas rates~9 which favoredState regulationo
Fred Habegger~ 6710 Blaisdell Ave, posed the possibility of obtaining ~
contract with Northern States Power Co, as gas supplierm He presented several
newspaper clippings relative to the proposed franchisee
Motion by Keldsena seconded by Shieldse to accept and file the clippings,

to study on franchisees ~ ,

Kermit Rarmdall' 681l~ Oliver :~ve.9 questioned certain aspects of the franchise.
Frank Subak9 6921 Ir~.ng Ave.9 f~houglat that Richfield would not be properly
represented-under the proposed franchise,
Stanley Olsons 6l~20 Vincent Ave,s questioned why St, Paul and suburbs rates
were lower with Northern States Power suppl3.er than A~,nneapolis Gas Co,. The
question was asked whether Richfield could condeama Minneapolis Gas Go, and
contract with Norther Natural Gas ~Coa
Jerome Chapmang 6221 12°t~a ~ve,9 asked if the Village of Richfield could
come into Suburban Gas Agency at a later period if enabling legislation was
passed, Attorney LeFevere answered in the affirmativeo

Norman Grant9 7633 Thomas Ave,9 suggested that action should not be taken
for six monthso
Motion by Keldsen9 seconded by Andersone that action on the Proposed
Uniform Suburban Franchise for Minneapolis Gas Co. be tabled to D®cember 27th
meeting.

The Mayor recommended additional interview of engineering firms from
Ramsey County because of the two elections on watero
Councilman Schultz favored retaining Orr~Schelen Inc, because of the
satisfactory fulfillment of the preliminary water surveys sanitary sewer8 storm
sewer•,planse specifications and engineering services during instaJ~,ationo

Motion by Schultz, seconded by Serstock, that the manager be authorized
_ to negotiate a contract with Orr-Schelen Inc. .for engineering services in
connection with installation of a convertible municipal water system and
present such contract for approval at the earliest meeting possiblen
Poll of votes Ayes - Schultz, Serstock, and Sktields. Nays m Anderson and
Ifeldsen, Absent - none, Carried,
