Budget Hearing
September 2?, 1960
Pursuant to action at the meeting of September 26~h, the council of the
Village of Richf field met in adjourned session on Tuesday, September 27, 1960
at ?t00 P,M•
The meeting was called to order by Mayor Keidsen•
Present: Anderson, Schultz, Serstock, Shields: and K.eidsen•
Absents None•
The council met to study anti adopt the proposed budget for 1961.
Under the budget for the clerk-Measurer, the council ordered that
notices on proposed special assessment projects be sent to a1S property owners
before the hearing on such project, and if there should nat be sufficient money
appropriated for this, a necessary transfer could be made From contingency ap-
propriation.
The budget of other current expens es for the legal department was reduced
by $2000 for awards and indemnities. The council stated that appropriations
far this would come from the contingency account,
Other current expenses, with the exception of the allowance for clothing
in the police and fire departments which are approved with the salaries, were
approved as recommended by the manager.

Motion by Schultz, seconded by Serstock, that the monthly salaries for
the maintenance operators be established at $525.00, and for street and sewer
foreman the salary should be $568.00 per month for 1961, Ail ayes - carriedo
Russell Peterson appeared as representative for the Richfield police of-
fivers association.
Motion by Schultz, seconded by Serstock, that the patrolmen's maximum

be established at $515.00, and that the same spread as proposed by the manager
be maintained for detectives, sergeants and chief, plus a clothing allowance
per man of $60.00 per year. All ayes m carried.
fee Pouiter represented the Richf laid firefighters association,
Motion by Schultz, seconded by Anderson, that the salaries for firemen
be established at a maximum of $515.00 per month and the same spread as pro-
posed by the manager be maintained between firemen, captain and chief, and a
clothing allowance be approved at $25,00 per year per man. All ayes a carried,

established at a maximum of $400.00 per month. All ayes - carried.
Motion by Serstock, seconded by Schultz, that an additional two police-
men and two firemen be approved, Ali ayes -carried.
Motion by Schultz, seconded by Shields, that the assistant managers for
the liquor stores be set at a maximum of $52.00 per month.
Motion by Anderson, seconded by Schultz, that the maximum for the sales-
men at the liquor stores be established at $415,00 per month. All ayes v
carried.
The council approved the salaries recommended by the manager for the
exempt positions except the liquor stores manager and the engineer by setting
them at $?50.00 and $??5,00 per month respectively, and the manager's salary
be set at $14,000.00 per year.

part time salaries as recommended by the manager, All ayes a carried.
Motion by Keidsen, seconded by Schultz, that the council approve capital
outlay items as proposed by the manager. Ali ayes m carried,
The council expressed their desire to use mileage as a basis to replace
police cars and wished to get the maximum use from each car.

Since this constituted all but approval of the resolution establishing
classification and ad valorem tax levy for the 1961 budget, the council ad-
journed,
