John Werness appeared representing George Werness and himself. John Akers, 3011 Washburn Place, Bloomington, appeared with plan for pro- posed development of the property and presented a petition approving the rezoning signed by persons representing 15 properties. Request for New Ordinance on Insurance for Taxicabs A letter from the Yellow Taxi Co* of Minneapolis, dated August 16, 1960 was read relative to a proposed amendment to the Richfield taxicab ordinance covering insurance. Motion by Serstock, seconded by Anderson, that the village attorney draft an amendment to the taxicab ordinance to be presented at the meeting of Septem- ber 26th for first reading. All ayes - carried. .54. American Municipal Congress. Representatives Motion.by Keldsen, seconded by Schultz, that four representatives from the village council of Richfield and the village manager attend the American Municipal Congress in New York City, November 26th to 30th, namely: Mayor Keldsen, Councilmen Schultz, Serstock and Shields and Manager Van Krevelen. All ayes - carried. 55. ® 8 c Request to Register Voters Motion by Shields, seconded by Keldsen, that the council authorize the Junior Chamber of Commerce to conduct a registering of voters in the Village and the League of Women Voters' project in the Southdale Garden Court; subject to the attorney's study of the legality. All ayes - carried. -19- September 12, 1960 56. o Painting of Village Hall Shed The council authorized the manager to order haze.blue for painting the shed at the rear of the village hall. 57. Tentative Approval on Use of Parking Lot Richard Siegel, 512 Builders Exchange, requested tentative approval on a Rroger's Food Stores use of a portion of the Samco Investment Co. (Atlantic Mills) parking area. The council suggested to have present off - street parking contract enforced first. Motion by Anderson, seconded by Shields, that they first determine the proposed size, location of building and what easement is involved in parking, describing ingress and egress.
