08-19-1960VILLf~GE C}F RICHFIELD Special Meeting august 19, 1960 After due call and notice the coii~il of the Village of Richfield met in special session, Friday, August 19, 1960 at 7;00 P.M. The meeting was called to order by Mayor Keldsen. Presento Anderson, Schultz, Serstock, Shields and Keldseno Absent: None. Source of Water for the Vilia~e of Richfield The attorney cornered provisions of the existing contract between Minnea= polls and Bloomington with the qualification that he felt that it should not have a bearing on the policy determined by this council, Points discussed weret Surplus water; w~.ter on demand basisy indemnificatian and rates. Anderson brought up the question of priority in case of a dearth of water6 The attorney said this could be covered in the agreemento Keldsen q~zestioned if Minneapolis could discriminate against Bloomington in case of a: shortage®®paragraphs 8 and 9 in the agreement covers that, Shields asked whether it was the intention of Minneapolis to sell more than surplus water, and if so, would we have ~;o share the cost in the event of eacpan® sion. The attorney answered that the present agreement covers only the sale of surplus water. Bloomington°s contract does not obligate them~to enter into costs: of Minneapolis expansions Harry Mayeron of Orr~S.chelen, consulting engineering firm, was present. Keldsen questioned Mayeron as: to the difference in cost of the two sources of water, his reply being that over the fax st 20 years the costs would work out to be the scene. Motion by Schultz, seconded by Shields, that the council go on record as unanimous.~_to the fact that the Village of Richfield needs a central municipal water supply system.
