01-25-1960VILLAGE OF RICHFIELD Regular Meeting January 25, 1960 The council of the Village of Richfield met in regular session in the council chambers of the Village Hall, 6700 Portland Ave., Monday, January 25, 1960 at 7000 P.M. The meeting was called to order by Mayor Keldsen. Present: Anderson, Schultz, Serstock,. Shields, Keldsen. Absent: None, 1. Minutes: Motion by Schultz, seconded by Anderson, that minutes of the regular .meeting of January .11, 1960 be approved. All Ayes ® carried. Motion by Schultz, seconded by Anderson, that minutes of the special meeting of January 18, 1960 be approved and the minutes of the adjourned meeting of January 12, 1960 be approved as corrected (Pg. 3). Authorize Call for Bids -'Hydraulic Truck & Hoist Motion by Schultz, seconded by Serstock, that the council authorize the clerk to advertise for bids on a hydraulic truck and auto hoist; bids to be opened Feb. 16, 1960. All ayes - carried. 9. Authorize Call for Bids - Bituminous Materials for 1960 Motion by Serstock, seconded by Schultz, that the council authorize the clerk to advertise for bids on bituminous materials for 1960; bids to be opened Feb. 16, 1960, All Ayes - Carried. 10. Authorize Call for Bids - Police Car Motion by Serstock, seconded by Anderson, that the council authorize the clerk to advertise for bids on one police car, bids to be opened Feb. 16, 1960. All ayes - carried. The council instructed the manager to contact Borton Motors with the acceptance of a complimentary car for Village police use. 11. Authorize Call for Bids - Electric Addressing Machine Motion by Schultz, seconded by Anderson, that the council authorize the clerk to advertise for bids on one electric addressing machine; bids to be opened Peb® 16, 1960. All ayes - carried© 12. Petition - Storm Sewer Motion by Schultz, seconded by Serstock, that the petition containing five signatures requesting a storm sewer on Pleasant Ave. between 75th Stβ€ž and 76th St. be accepted and filed. All ayes - carried. C-5755 13. Hearing_ - Special Use Permit - 826 W. 66th St. It being 7 :15 P.M. Mayor Keldsen called for the hearing on the applica- tion of Frances A..Genter, 5214 Grandview Lane, St. Louis Park, for a7 special use permit at 826 W, 66th St, and read the notice of hearing. -4- January 25, 1960 Donald Bruer appeared representing the applicant. Mr. Studeville appeared as owner of Superamerica Stations, Inc. John Malinsky, 917 W. 66th St., presented a remonstrance petition con- taining 18 signatures. Motion by Serstock, seconded by Schultz, that the remonstrance petition be accepted and filed. All ayes - carried. C -5756 Mrs. David Hurth, 911 W. 66th St., appeared in opposition. Mrs. A. H. Johnson, 901 W. 66th St., appeared in opposition. Motion by Schultz, seconded by Serstock, that the hearing be closed. All ayes - carried. Motion by Serstock, seconded by Schultz, that the special use permit be granted to Frances A. Genter, 5214 Grandview Lane, Superamerica Stations, Inc. St, Louis Park, be granted. Poll of votes: Ayes - Schultz, Serstock, Keldsen. Nays - Anderson and Shields. Absent - none. Carried. 14, Commercial Building Permit - 508 E. 66th St_. Geo. Davis, appeared in behalf of the F. W. Woolworth Co., applicant. Mrs. Hall, 6530 5th Ave. S, appeared. Mr. McCabe represented the fee owner, The question was asked, why a special use permit not required but set up as a commercial building permit, Mr. LekeVere answered that it is a retail sales business and therefore per- mitted. Motion by Serstock, seconded by Anderson, that the remonstrance petition containing 31 names be accepted and filed. All ayes - Carried. C -5757 Mrs. Henninger, 6527 5th Ave. S. spoke in opposition. Henry Lundquist, 6520 Portland Ave., appeared in opposition to the traffic situation to be created. -6- January 25, 1960 18. Extension of Time ALarttment Use Permit - 900 Rae Drive A letter dated January 19, 1960 was presented from Bari' Do- Fresne, 5601 13th Ave. S, for an extension of time on the apartment use permit covering 900 Rae Drive® Motion by Serstock, seconded by Shields, that the council grant the re- quest of Earl DuFresne, 5601 13th Ave ..S,, to extend the apartment use per- mit covering 900 Rae Drive for a period of six months from January 25, 1960 extending it to July 25, 19600 All Ayes - Carried. C -5761 19, Proposed Financing of Improvements The mayor stated that it was the intention of the council that liquor store funds should be used for public safety building, park improvements and purchase,. swimming pool and emergency funds, the priorities to be es- tablished later. Carried, This resolution appears as resolution #2066 in resolution boob #14, Donald Lynch, 6617 S, Lake Shore Drive, read a prepared dissertation protesting the building of swimming pools in the village without a vote. Motion by Serstock, seconded by Shields, that the statement offered by Mr, Lynch on swimming pools be accepted and filed. All ayes - Carried. C -5762 Donald Wood, 120 B. 69th St., commended the council's action but requested that the swimming pool question be given to the people. W. R.
