Pursuant to action at the special meeting of November 3, 1959, the
council of the Village of Richfield met in adjourned special session in
the council chambers of the Village Hal]* Tuesday,. January ]~Z, 1960 at

The meeting was called to order by Mayor Keldsen.
Presents Anderson,, 5dzultz, Serstock, Shields and Keldsen.

Librar
Robert Moss, 6335 Irving Aveo S., represented Friends of the Library
and presented a number of r~pe~itionsd`
Mr, Williams and Miss Young appeared from the Hennepin County library
staff, making the following recommendations regarding the location of a
library in the Villages
67th & Lyndale near Woodiake recommendedo
In the general area of the Village Hail recommended,
Ideally should be 66th and Nicoilet,
Augsburg Park. and Portland Ave, about par,
Should be near shopping center, near traffic pattern and near
schools, therefore 67th & Lyndale would be bests
Mrs Gladys Haugan represented the Minnesota Valley Women*s Club and
comme~~ed.o~n petitions in favor of a library presented by Mr. Moss, peti®
Lions containing 1845 namesa
Miss Young commented that two libraries could not economically be
furnished with books and staff,
Mro Haberger, 6748 Blaisdell, spoken
Ellsworth Johnson from Community Centers stated their approval of
the librarya
Loren Gasterland mentioned that 4 elementary school libraries are
held open during summerm

21 areas owned by village for parks
A need was fait for an outdoor swimming pools

park planner was hired temporarilya

Mra Huesner presented a summary on community needs saying that one
community pool is better than two sma1T ones

with bathhouse money coming in 19610

Muriel Baron spoke in favor of a pool because there is so little for
girls t® do in the summer®
E® Johnson presented a resolution in favor of the managergs complete
report of September 21s 190 and urged the council to ~ pport it®

Lions Rotary and some church groups are represented by Community Centers®
Mro Huesner stated that 18s800 sq, ft® of pool was needed to serve
Richfields including 2 indoor pools at the Junior High Schoolsa

Mayor Reidsen fait that the council should dedicate the funds of the
li~yuor store profits to no more than $7:009000 now®
Councilman Shields suggested the hiring of an architect with library

amounts approximately $4009000 for this period; swimming pool to b e built

Councilman Schultze felt that pools .should be put to an advisory vote
in view of previous vote on swimming pool que~tiono
Councilman Serstock thinks we should have advisory vote to establish
priority and built by liquor funds dedicated under reserve fund in order
established by vote®
Motion by Reldsene seconded by Andersone that the council dedicate
e~ecess liquor store earnings for 19609 1961 in excess of general fund and
park fund budget9 amounts to be usecY for park improvementse swimming pool.
