10-13-1959VILLAGE OP RICHFIELD Regular Meeting October 13, 1959 The council of the Village of Richfield met in regular session, Monday, October 13, 1959 in the council chambers of the Village Hali, 6700 Portland Ave. The meeting was called to order by Mayor Keidsen. Present: Anderson, Schultz, Serstock, Wallick and Keldsen. Absents None. Mayor Keidsen read the invocation. 1. Minutes. Motion by Waliick, seconded by Serstock, that the minutes of the regular meeting of September 28, 1959 be approved. Carried. 2. Nicollet Ave. Motion by Schnitz, seconded by VGallick, that the council authorize the clerk to advertise a hearing on the request of Fred Fredrick for a special use permit to convert a dwelling to rest home at ?113 Nicollet Ave. hearing to be October 26, 1959. Carried. 4. Set Date of Hearing a Apartment Use Permit e 6244 Oliver Ave. ~~ Motion by Serstock, seconded by Schnitz, that the council authorize the clerk to advertise a hearing on the request of Lyle Builders. for an apartment use permit to locate one 4~unit apartment at 6244 Oliver Ave., hearing to be October 26, 1959. Motion by Serstock, seconded by Anderson, that the council authorize the clerk to advertise a hearing on the request of Mrs. S. D. Johnson, 6432 5th Ave. for a modification of the application of the zoning ordinance at 6432 5th Ave.o hearing to be October 26, 1959. Carried. 7. Moving of House - 6705 Portland Ave. E Motion by 4Vallick, seconded by Serstock, that the council approve the ap-~ placation of Carl F, Johnson, 731 W. 66th St., to move a house from 731 W. 66th St. to 6705 Portland Ave. Carried. Petition - Storm Sewer Motion by Schultz, seconded by 6Va11ick, that the council accept and file the petition containing 18 signatures of persons requesting a storm sewer for the block bounded by 72nd St., 73rd 5t., 2nd Ave. and 3rd Ave, and that the storm sewer be considered in the 1960 public works program. Carried. C-5632 9. Sanitary Sewer Hook-ups A discussion took place on compulsory hook-ups for sanitary sewers. The manager reported that 92% of all homes in Richfield were hooked-up to date. Motion by 9Vallick, seconded by Schultz, that the manager is to check on the danger of contamination to the water from cesspools as well as any general contamination in connection with such report to be presented Oct. 26th, and the manager is also to make determination of how _, many homes are not hooked-up in areas where sanitary sewer service has been available for some time. No persons appeared. Motion by Serstock, seconded bq Wailick, that the hearing be closed. Carried. Motion by Serstock, seconded by Anderson, that the council grant the special use permit to Clarence H. Christian, 1100 E. 66th St., to construct a single residence on property at 6608 15th Ave. S. now zoned commercial. Carried. C-5633 12. Hearing.- Neaa~ Plat - Mei Johnson Addition It being ?:15 P. M. Mayor Keidsen called for the hearing on the proposed plat of Mel Johnson Addition and read the notice of hearing. Mei Johnson appeared. No persons. appeared in opposition. Motion :by Serstock, seconded by Wa1]iick, that the hearing be closed. Carried. Motion by Serstock, seconded by Wallick, that the council give tentative approval to the plat of Mel Johnson Addition and authorize the village engineer to prepare a subdivider's contract to be submitted.at a later meeting. Carried. 13. Hearing - Near Plat - Louis Buesing Addition ,_._~, It being 7:15 P.M. Mayor Keidsen called for the hearing on the proposed plat of Louis Buesing Addition and read the notice of hearing.. Mel Johnson appeared. No persons appeared in opposition. Motion by Anderson, seconded by Serstock, that the hearing be closed. Carried. -4- October 13, 1959 Motion by Serstock, seconded by Anderson, that the council give tentative approval to the plat of Louis Bussing Addition and authorize the village engineer to prepare a subdivider's contract to be submitted at a later meeting. Monten, 6945 Logan Ave., to rezone property at~6936-44 Penn Ave. and read the notice of he2ering. Mr. Christianson appeared representing Bertii Monten, applicant. No persons appeared in opposition. Motion by Anderson, seconded by Reidsen, that the petition containing 26 signatures of persons concurring in the rezoning of this property be acs cepted and filed. Carried. Labo, 1916 W. 78th St. for a commercial building permit for an addition to the office and storage building at ?645 Logan Ave. Carried, C-5639 Jahn Labo at this time requested permission to construct a sidewalk in front of the Masonic Lodge at no expense to the Village. Motion by Serstock, seconded by Schultz, that the council authorize the construction of a sidewalk in front of the Masonic Lodge building at 7615 Logan Ave. at no expense to the Village, construction to be approved by the Village Engineer. Bids - Well, Pump & Accessories Motion by Serstock, seconded by Wailick, that the minutes of the bid- opening of October 13, 1959 be approved as corrected CThe well depth should be 60 ft.) Carried. Motion. by Schultz, seconded by Anderson that the low bid of Aamot Well Drilling Co. of $1235.00 be accepted for the well, pump and accessories at. Jefferson Park as recommended by the manager. Traffic Control Signs - Atlantic Miiis Frank Piper, 7645 Stevens Ave., appeared in criticism of traffic on ?7th St, and parking in street instead of using the lot. He also complained of wrappings and paper cartons blowing around the area. Ray Doerfier appeared wanting pressure to get the boulevard sodded on 77th St. and blacktopping of 2nd Ave. The manager was instructed to check into compliance of off-street parking contract. Mrs. Doerfier suggested that vines be plated to cover the wall. The manager was instructed to check on these and other complaints, request the people to attend the meeting on October 26th at 8:00 P.M. with a representa- tive from the owners and the operators of the building. Al Peterson, 7633 1st Ave., suggested a fence to contain cartons. Leonard Becker suggested downspouts to be changed to take away water from ?7th St. _g_ October i3, 1959 Donald J. Motion by Wallick, seconded by Serstock, that the petition containing six signatures of officers of the Bast Richfield Blementary Schoo]: P,T,A, requesting traffic signals at two intersections, namely, 66th St, at 12th Ave, and Bloomington or 15th Ave. be accepted and filed. Carried. C-5644 Motion by Wallick, seconded by Anderson, that the manager be authorized to proceed with arrangements to have traffic signals installed on 66th St. at 12th Ave. and at Logan Ave.; financing to come from liquor store surplus, and call for bide be authorized on October 26, 1959. Carried, Motion by Wallick, seconded by Serstock, that the council approve a pedes- trian activated red and green light at 66th and Logan Aveo flashing red on Logan and green on 66th St, Carried. 31. Traffic Report .. Oliver and 65th St. A report on traffic at 65th and Oliver Ave, dated October 7, 1959 pre- pared by the village engineer and the police department was presented, Mr. & Mrs. Llogd Jensen, 6511 Oliver Ave,, appeared in interest of four- way stop signs at this intersection. The village engineer was' instructed to report at the meeting of October 26th on the type of traffic "stop" sign for this intersection. Motion by Anderson, seconded by Schultz, that the petition containing 15 signatures of persons requesting a four way stop sign at the interesection of 65th and Oliver be accepted and filed. Carried. Rep ort on Storm Sewer - 77th and 11th Ave, A report from the Village engineer dated September 15, 1959 on a cost esti> mate for instalYing storm sewer at 11th and 77th St. was presented. Motion by Anderson, seconded by Serstock, that the storm sewer be installed at 11th Ave. and 7?th St. at an estimated village share cost of $4000,00 to be paid from surplus liquor store fund, and that it be added to Morettini~s contract No. 519, V.
