After due call and notice the council of the Village of Richf field met in
special session in the council chambers of the Village Hall, 6700 Portland Ave.
at 7x00 P,Mo
The meeting was called to order by Mayor Keldsen.
Present: Anderson, Schultz, Wallick and Keldsen,
Absent: Serstock.
A~~lication for Outdoor Advertisin~Sign 7701 Nicollet Ave. (Deferred)
The application of Atlantic Mills, 7701 Nicollet Ave. for a sign at
?701 Nicollet Ave. was considered, the application having been deferred from
the meeting of September 14, 1959p
Dick Condon of Naegele Outdoor Advertising Co. appeared,
Motion by Schultz, seconded by Wallick, that the council deny the permit

for a ground sign for Atlantic Mi11so Carried.
Discussion on $1,250,000 Proposed Bond Issue - x$957,000 Parks--$293,000
Village Buildings)
Copies of the manager°s~report on the $1,250,000 Proposed Bond Issue with
a project breakdown were available for those present.

The question was raised as to whether schools are planning swimming pools.

Mr. Bostad and Mrs® Donaldson each brought up the question of priority o£
village water system.
Mrsm Gladys Haugen inquired about more library space and urged that a pro-
fessional park planner be engaged.

Mrs. sked the council if this is a package deal, that is, all or
nothing?
Eisworth Johnson, Community Centers, Inc,, was in favor of .parks and piay-
grounds if it included swimming pools,
The council informed everyone that this is offered as an overall program
of needs.
Views presented by the Long Range Planning Commission incl uded pros and
cons on pay-as-you go financing of improvements.
Lowell Walker is in favor of professional planners and full bonding program.
Wm. Kirchner favored the program and proposed method of financing.
A poll of votes taken among those present was as f oliows:
4 v®tes for No swimming pools
1 vote for No expansion of village hall
4 votes Against equipment. garage and storage space
12 votes to Borrow $1,250,000 to pay for all
12 votes for Pay-as-you-go - whole program
20 votes to Borrow for whole program over a 10 year period.
Motion by Anderson, seconded by Schultz, that the meeting be adjourned until
November 3rd, 1959 at 8.00 P.M, when further discussion on these questions will
be continued® Carried,
