Regular Meeting

The council of the Village of Richfield met in regular session, Monday,
April 270 1959 in the council chambers of the Village Hall, 6700 Portland
Ave. at 7:00 P.M.
Rev, M. Prederking, Berea Lutheran Church, gave the invocation.
The meeting was called to order by Mayor Keldsen.
Present: Anderson, Schultz, Serstock, Wallick and Keldsen.
Absent: None.
1, Minutes
Motion by Schultz, seconded by Anderson, that the minutes of the regular
meeting of April 13, 1959; the adjourned meeting of the Board of Canvass; and
the adjourned council meeting of April. 169 1959 be approved. Carried.
2. Reports

3. Bill No, 1959 -5 (Civil Defense Ordinance No. 8.02)
Motion by Keldsen, seconded by Anderson$, that the manager write a letter to
the Richfield Civil Defense organization directing that all members of Civil
Defense in the Village be residents of Richfield. Carried.
No action was taken on Bill No. 1959 -5.

Mayor Keldsen called for the hearing on the rezoning of 400 W. 65th St. which

Motion by Wallick, seconded by Schultz, that the hearing be closed. Carried.
Motion by Wallick, seconded by Anderson, that the council deny the application
of Gunnar M. Ahlquist, 7100 Oak Grove Blvd,, to rezone property known as 400 W,

- Mayor Keldsen called for the hearing on Village Project No. 366 (Street Grad-
ing) which hearing had been deferred from the meeting of April 139 1959,.
E. S. Stiles, 6449 Girard Ave. S.* questioned the division of assessment.
George C. Holter, 6424 Emerson Ave,* appeared stating his preference for Emer-
son Ave. and 64th St, construction costs be separate and that each be assessed
separately.
Motion by Wallick, seconded by Anderson, that the council authorize a re-
advertisement dividing the project and assessing abutting properties which in-
cludes properties owned by the Village. Carried,

Mayor Keldsen called for the hearing on Village Project No. 371 (Storm
Sewer Construction vicinity of 67th St. and 14th Ave.) which hearing had been

The council discussed traffic problems suggesting that the contract stipu-
late no car hops, screening, lighting and incinerator to be conditions of

It being 7 :15 P.M. Mayor Keldsen called for the hearing on the application
of M. G. Astleford, 7701 Harriet Ave., for a zoning variation at 400 We 78th
St. and read the notice of hearing.
To J. LaMere appeared representing the applicant.
Councilman `Wallick questioned the Village's recourse where condemnation
makes the set back to conform to the ordinance. The Village attorney gave an
opinion that under these circumstances the ordinance should not be applied.
Motion by Wallick, seconded by Anderson„ that the hearing be closed.

Motion by Wallick, seconded by Serstock, that the council grant the request
of M. G. Astleford, 7701 Harriet Ave, for a zoning variation allowing the con-
struction of an addition to the existing building at 400 W. 78th Ste with a
front set back less; than is required by the zoning ordinance. Carried. C -5389
16. Hearing - Storm Sewer - Village Project 338A
It being 7:15 P.M. Mayor Keldsen called for the hearing on Village Project
No. 338A (Storm Sewer Construction, alley from 66th St. to 67th St., Upton and
Thomas Ave.) and read the notice of hearing.

0. J. Edmondson, 6621, Upton Ave. appeared stating that Village should share
costs because of error of permitting garages with the storm situation existing.
Brad J. Larson, 6613 Upton Ave. appeared in favors
Sam Houston of Orr - Schelen, Inc., stated that this project would not entirely
solve the situation because the pipes were so near the surface that it was likely
they would not thaw out soon enough in the spring to take the run-off from them
so that the Village may probably have to steam thaw them out at times each spring.

Stinar, 1916 E. 66th St, for a commercial building permit to construct a 40x80
office and fabricating shop at 1916 E. 66th St, be deferred until May ll, 1959.

It was agreed that the street should be graded to conform.to the area and be

279 Procedure re Gifts
Motion by Wallick, seconded by Keldsen9 that a procedure be drawn up by
the manager for acceptance of gifts, those giving gifts to the village or
individuals, Councilman Wallick stated that the policy will be that no one
member of legislative body should instruct the administrative staff on any
-policy matter nor should legislative members attempt to individually influ-
ence or change administrative decisions, but should collectively act as a
legislative body on all such matters, Carried,
