04-27-1959VILIAGE OF RICHFIELD Regular Meeting April 279 1959 The council of the Village of Richfield met in regular session, Monday, April 270 1959 in the council chambers of the Village Hall, 6700 Portland Ave. at 7:00 P.M. Rev, M. Prederking, Berea Lutheran Church, gave the invocation. The meeting was called to order by Mayor Keldsen. Present: Anderson, Schultz, Serstock, Wallick and Keldsen. Absent: None. 1, Minutes Motion by Schultz, seconded by Anderson, that the minutes of the regular meeting of April 13, 1959; the adjourned meeting of the Board of Canvass; and the adjourned council meeting of April. 169 1959 be approved. Councilman `Wallick questioned the Village's recourse where condemnation makes the set back to conform to the ordinance. The Village attorney gave an opinion that under these circumstances the ordinance should not be applied. Motion by Wallick, seconded by Anderson„ that the hearing be closed. Carried. Mayor Keldsen called for the hearing on Village Project No. 338A (Storm Sewer Construction, alley from 66th St. to 67th St., Upton and Thomas Ave.) and read the notice of hearing. -7- April 279 1959 0. J. Edmondson, 6621, Upton Ave. appeared stating that Village should share costs because of error of permitting garages with the storm situation existing. Brad J. Larson, 6613 Upton Ave. appeared in favors Sam Houston of Orr - Schelen, Inc., stated that this project would not entirely solve the situation because the pipes were so near the surface that it was likely they would not thaw out soon enough in the spring to take the run-off from them so that the Village may probably have to steam thaw them out at times each spring. Carried, 279 Procedure re Gifts Motion by Wallick, seconded by Keldsen9 that a procedure be drawn up by the manager for acceptance of gifts, those giving gifts to the village or individuals, Councilman Wallick stated that the policy will be that no one member of legislative body should instruct the administrative staff on any -policy matter nor should legislative members attempt to individually influ- ence or change administrative decisions, but should collectively act as a legislative body on all such matters, Carried, 280 Bids - Storm Sewer Construction - Village Project #358 Motion by Wallick, seconded by Serstock, that the minutes of the bidet -12- April 27, 1959 opening of April 27, 1959 on storm sewer construction be approved, Carried.
