The village council of the Village of Richf ieid met in regular session,
Monday,, July 8,, 1957 at ?:00 P.M. in the village hail, 67dfl Portland Ave..
The meeting was called to order by A~Sayor Kitten.
Present: Wailickp Shields Serstock~ Schultz and Kitteli.
Absent: None.
Rev. Foote,. Church of the Assumption„ gave the invocation.
1. Minutes
Motion by Serstock„ seconded by Shields, that the minutes~of the regu-
lar meeting of June 24, 1957 be approved. Carried.
2. Mosquito Abatement
Mayor K,ittell read a letter from the Board of Hennepin County Commission-
ers dated July 3,. 1957 outiining.a plan of mosquito abatement under sonsidera-
tion for 1958 on a county wide basis.
Motion by Wallickp seconded by Shields, that the letter from Hennepin
County Board dated July 3,, 1957 be filed, and that the manager inform the
county board that the council of the Village of Richfield is in favor of a
program of mosquito abatement on at 1e ast a county-wide basis. Carried.

Motion by Shields, seconded by Serstock,, that the following reports

4.. Hearing - Adjustment & Appeals - 8 W. 65th St.
It being 7:15 P.M. Mayor Kittell called far the hearing on the request
of the American Legion Post #435, 6501 Portland Ave., for a variation in
front yard set back and read the notice of hearing.
Ernest M. Constantine, 6632 Elliot Ave., appeared representing the ap-
plicant. No persons appeared in opposition.
Motion by Waliick, seconded by Schultz, that the hearing be closed.
Motion by Wallick, seconded by Schultz, that the council grant the re-
quest of American Legion Post #435, 6501 Portland Ave., for a zoning varia-
tion for permission to construct a building with a front set back of 2'S feet
instead of 40 feet as is requ fired by Ordinance #2.03, subject to the filing
of a lease for parking on property owned by the Richfield Theater. Carried.

Bi11 No. 1957-5 entitled; "AN ORDINANCE TO PROVIDE FOR CIVIL DEPBNzB AND
POR THE PROTECTION AND PRQMOTION OP PUBLIC SAFETY, HEALTH AND WELPARB IN THE
VILIAGE OF RICHFIELD DURI1~ CIVIL DEFENSE EMERGENCIES AND EMERGENCIES CAUSED
BY NATURAL CATASTROPHffi"" was read by the village attorney„ the same being on
file in the office of the village clerk. C-4579
Motion by Schultz, seconded by Serstock,, that this constitute the second
reading of Bill No. 195?-5.

none. Absent -none. Carried.
Motion by Schultz, seconded by Serstock,-that the council adopt Bili
No. 1957-5, that it be published in the official newspaper; that it be spread

The manager asked the exuncil•s opinion on the matter of nan-resident
membership in the Civil Defense Police Reserve and on the matter of the type
of badges to be provided. The council agreed v~.thout vote that membership
in the Civil Defense Police Reserve be limited to residents of the village,
although the council appreciates the interest and activity of non-residents
in the past. The council also agreed without vote that all cap and shirt
• badges should carry the Civil Defense insignia and should be similar to
the badges issued by Minn~aapolis•
6. Division of Land - 6641 - 14th Ave. S.
Tt being 7:30 P.M., Mayor Kittell called for the hearing on the request
of William G. Pearson, 7831 Bast Bush Lake Road, to divide Parcel 2900 and
combine with Parcel 756, Plat 44826 and read the notice of hearing. No
persons appeared.
Motion by Serstock,. seconded by Seitz, that inasmuch as the applicant
did not appear, the matter be continued until the next regular meeting.

Mr. A. G. Bogen, 1~6 1st National Bank Bidg., appeared in ~pport of
his request for a commercial building permit to locate a. building which now
exists at 6545 Cedar Ave. to be moved to 901 B. 66th St. and to be used as
office or retail selling and storage. A discussion took p2a ce.
. Motion by Wallick,. seconded by Serstock, that the council defer action
on the granting of the commercial building perm it to A. G. Bogen and author-
ize the clerk to advertise a public hearing on the matter at 7s15 P,M., July

12,, Award of Bids - Cash Register fox New Lic,~uor Store
Mayor Ki.ttell called for the matter of awarding of bids on the cash
register for the near liquor store, which matter was continued from the last
regular meeting.
Motion by Schultz, seconded by Shields, that the council accept the bid
of the National Cash Register Co. for two cash registers for the new liquor
store for a total of $3817.OO.as recommended by the manager. Carried.

13. Bids - Insurance on Liquor Store Stack
Mayor Kittell read the minutes of the bid-opening on July 2, 1957..
Motion by Serstock, seconded by Schultz, that the council accept. acid file the
minutes of the bid-opening on insurance on liquor store stock. Carried. C-4597
The manager presented a tabulation of the bids together with his recommen-
dation for awards.
Motion by Serstock, seconded by Schultz, that the council accept the low
bid of Mutual Service Insurance Co. for $412.96 (Bid A)--1-Year annual plan
due to the construction of a second liquor store. After completion of the
second store, coverage for the two stores on a 5-year plan is to be considered
as recommended by the man~eger. Carried.
14. Bids - Police Patrol Car
Mayor Kittell read the minutes of the bid-opening of June 27, 1957.
Motion by Serstock, seconded by Schultz„ that the council accept the minutes.

The manager presented a tabulation together with his recommendation for
award.
Motion by Serstock, seconded by Shields, that the council accept the
low bid of Bob Rnowles Pord Co. (Bid B) at a total of $1894.QO as recommended
by the manager. Carried.
15. Bids -Surfacing of Tennis Courts and. Chain Link Fence
Mayor Kittell read the minutes of the bid-opening of July 8, 1957.
Motion by Serstock, seconded by Shields, that the council accept the
minutes of the bid-opening of July 8, 195? and that the minutes be filed.

The manager presented a tabulation of bids together with his recommenda-
tion for awards.

Motion by Shields, seconded by Serstock, that the council accept the
bid of Carlson-Lavine, Inc., for the surfacing of tennis courts and 1 basket-
ball court far a to tai of $23,.891.99 as recommended by the manager. Carried.
Motion by Shields, seconded by Serstock, that the council accept the low
bid of Crowley Pence Co. for $1,160.00 for Augsburg Park and the low bid of
Century Pence Co. for $2,248.00 each for Christian and Memorial Parks, total
of $5,656.00 for fence for ail three parks, as recommended by the manager.
Carried.

Mayor Kittell called for the matter of request to appear on the agenda.

18. Request for "No Parking" Signs
A report from the manager and chief of police was presented dated June
26, 195? on the request of Mr.. Ronberg of the Richfield Post Office to change
the present "10 Minute Parking" signs in front of the post office to "No

Motion by Serstock, seconded by Shields, that the report from the mana-

mendations contained in the report be accepted by the council and the request

Motion by Schultz, seconded by Shields, that the council file the two
notices of hearing before the Railroad and Warehouse Commission dated ~'une

20. Revocation of Taxicab Drivers License
Mayor Rittell called for consideration of the matter of revocation of
a taxicab drivers license for Richard B. Horton and read a report from the
taxicab inspector.
Motion by Schultz, seconded by Serstock,, that the council revoke the
taxicab driver's license of Richard B. Horton (#74) as recommended by the
taxicab inspectors report. Carried.
