The council of the Village of Richfield met in regular session in tk~e
council chambers of the Village Halls 6700 Portland Ave., Monday* March 25,
195? at 7100 PiM~
Mayor Kittell called the meeting to order.
Present: tNallick, Shields, Serstock, Schultz and Kit tell.
Absents None.
Rev. Lowell A. Reinking,. Evangelical United Brethren, gave the invo-
cation.

Motion by Schultz, seconded by Shields, that the minutes of the regular

meeting of March 11, 1957 be approved. Carried.
2. Reports
Motion by Shields, seconded by Schultz, that the following reports be
accepted and filed:

3. Set Date of Heari - Transfer of Special Use Permit - 7730 Portland Ave..
Motion by Shields, seconded by Serstockp that the clerk be authorized

to advertise a hearing on the request of Eugene Elsen, 7734 Portland Ave., to
transfer a special use permit for his gasoline filling station at 7734 Portland
Ave, to 7730 Portland Ave.,, hearing to be April 8, 1957 at 7:15 P.M. Carried.
4. Set Date of Hearing -Preliminary Plat - E1~tier_Grove 4th Add.
Motion by Shields, seconded by Schultz, that the council authorize the
clerk to advertise a hearing on the preliminary plat of Elder Grove 4th Addi-
tion; hearing to be Monday, April 8, 1957 at 7:15 P.M. Carried.

Motion by Shields, seconded by Schultz, that the clerk be authorized to
advertise a hearing on the request of Theodore Miles, 7120 Augsburg Ave., for
a variation in side yard set back at ?129 Augsburg Aver, hearing to be Monday,
April 8, 1957 at 7:15 P.M. Carried.

clerk to advertise for bids on two cross-file card cab#,nets, bids to be

7. Designation of State Aid Road No. 62
Motion by Schultz, seconded by Serstock„ that the council accept and
file Order Nb« 26526 from the Commissionet of ~iighways, Minnesota Highway
Department, ordering the alt eration in the location of portions of State Aid
Road No. 62 from that described in Commissioner of Highway's Order X23952
dat8d September lp 1954 and approved by our council in Resolution No« 1264
adopted January 14, 1957. Carried. C-4479
8. Commercial Building Permit & Off-Street Parking - 701 W. 77~ St.
Motion by Shields, seconded by Schultz, that the request of Glenn L.
Kerssen, 701 W. 772 St., for a commercial building permit be granted for an
addition to the west side of the existing building at 701 W. ?72 Street,
building to be used for a f lower shop. Carried. C-4480

9. Redemption improve~hent Bonds - 1953-B
March 25, 1957
Motion by Shieldsf seconded by Schultz, that the village call for re-
demption on May 1,, 1957 of the follow i ng described bonds of the Village of
Richfield:
$55,000 of'Improi~ement Bonds, Series B, originally issued as of
November 1,, 1953, in the total amount of $1,043,000, the said
bonds being numbered 989 to 1043 of $1000 each, bearing 4.2510
interest, and being due November 1~ 1973.

11. Bstablishing Salary of Acting Municipal Judge
Motion by Shields, seconded by Schultz, that the council establi,fi the

salary of Paul Bliss, Acting I•.iunicipal Judge, to be $25.00 per court session
for the duration of the regular municipal judge's vacation. Carried.
12. Hearing - Rezoning Pt« Lot 11, Richfield Gardens
It being ?:15 P.M., Mayor Kittell called for the hearing on the re-
zoning of part ,of Lot 11, Richfield Gardens and read the notice of hearing.

Lawrence Haugep 249 W. Park Road, Hopkins„ Minn., appeared and explained
reasons for requesting a change of zoning, namely„ the erection of a mortu-
ary.
Francis W. Holloway Jr.~, 6532 Sheridan Ave. S., appeared as spokesman for
a group of neighboring property owners requesting adequate screening for
such an establishment.
Robert Rutka, 6426 Thomas Ave. S;, appeared.

Motion by Schultz, seconded by Serstock,, that the council authorize the
attorney to draft a proposed amendment to the zoning ordinance changing the
zoning of the south ~ of Lot 11,. Richfield Gardens] to general commercial
and instruct the engineer to include adequate screening requirements in the
off-street parking contract. Carried.
13. Division of Land - 77th St. & 4th Avenue
It being 7:30 P.M., Mayor Yittell called for the hearing on the land
division of Bdwi.n T. Richter„ 7733 Portland Ave., to divide Parcel 3070,
Plat 44834 and a parcel of land lying directly north of this parcel, and
read the notice of hearing.
Bdwin T.'Richter, 7733 Portland Ave., appeared in his own behalf. No
persons appeared in opposition.
Motion by Serstock„ seconded by Schultz, that the hearing be closed. Carried.)

Motion by Serstock,, seconded by Schultz, that the council grant tentative
approval to the off-street parking lay-out of R. ICJ. Jasperson, 6345 - 17th
Ave. South and to authorize the engineer to prepare a contract. Carried.
