Regular Meting
February 25,. 1957
The village council of the Village of Richfield met in regular ses-
sion in the council chambers of the Village Hal 1, b?00 Portland Ave., Mon-
day„ February 25„ 195? at 7x00 P.M.
The meeting was cal led to order by Mayor Kitt ell.
Present: Wallick~ Shields, Serstock, Schultz and Kitteil.

1. Minutes
Motion by Schultz,, seconded by Shie ids, that the minutes of the special
meeting of February 4, 195? and the regular meeting of February lip 195?
be approved. Carried.
2. Reports
Motion by Shields, seconded by Schultz, that the following reports be
accepted and filed:

3. Commercial Building Permit - 7538 Lyndale Ave.
Mayor Kitteil called for consideration of the commercial building
permit of Walter ClarkeA 3900 - 44th Ave« S., for an appliance repair shop
at 7538 Lyndale Ave« S., which was deferred from the last meeting.
Orville Towle, applicant, appeared in his own behalf.

4.~ Sew Date of Hearing -Special Use Permit - 6539 Cedar Ave.
Motion by Shields, seconded by Schultz, that the council authorize the
clerk to advertise a hearing on the request of Ben W. Jorgensen, 6539 Cedar
Ave. and Robert C. Jorgensen, 135? W. Maynard Drive, St. Paul, for a special
use permit for a filling station to be located at b745 Cedar Ave. Carried.
5. Petition Requesting Reconsideration of Drive-In - 1001_E. 66th St,
A discussion was held on the petition submitted and signed by li pro-
per ty owners in the vicinity of 66th 5t. and 10th and 11th Avenues who
were seeking information as to the owner's intentions in building a drive-in

restaurant at 1001. B. bbth St., which permit was granted by the council for
A. G, Bogen, 1006 1st Nati Soo Line Bidg., on October 8„ 1956. It was agreed
that the manager contact Mr. Bogen regarding his intentions to build and
report at a later meeting.
6. Village Wide Oiling - Village Project No. 339
It being 7;15 P.M.,, Mayor Kit tell called for the hearing on Village
Project Na. 339 (Village wide oiling for 1957) and read the notice of hear-
ing. No persons appeared.
Motion by Wallick, seconded by Schultz, that the hearing be closed.
Carried.

Motion by Schult z, seconded by Shields, that the minutes of the bid-
opening for a portable warming house dated February 25p 1957, be accepted

Motion by Shields, seconded by Schultz, that the council reject all bids on
the portable warming house as recommended by the manager« Carried.
8. Bids -Bituminous Materials
Motion by Wallick, seconded by Shields, that the minutes .of the bid-
opening for bituminous materials dated February 19,, 1957 be accepted and
filed. Carried. C-4454
The manager's tabulation and recommendation for award was presented.
Motion by Shields, seconded by Serstock, that the council accept the bid of
the Northwestern Refining Co. on Items 1, 2, 3 and 4 as recommended by the
manager. Carried.
Motion by Wallick, seconded by Shields, that the council accept the

bid of Western Oil & Fuel Co. on Item 5 as recommended by the manager.
Carried.
9. Bids - Tandem Road Roller
Motion by Shields, seconded by Wallick,. that the minutes of the bid-
opening on a Tandem Road Roller dated February 20,, 195?, be accepted as
